Position Overview
Under direction of the Director of Fiscal Services, plans, organizes, directs, coordinates, and supervises personnel engaged in the accounts payable and receivable section and coordinates the workflow and ensures accurate general accounting principles, regulations, various agency guidelines and legal mandates are followed.
Current Openings
One 12-month/40 hours per week position. Salary placement will be on Range 37 of the SEIU Salary Schedule "S". Initial salary placement for new employees is customarily at step 1 ($6,360.66 per month) of this salary range.

Responsibilities
Monitors to ensure that established accounting procedures and guidelines are followed.
Coordinates and develops systems for maintaining legal compliance of local, state, and federal guidelines and regulations.
Develops, implements and monitors work plans to achieve goals and objectives.
Supervises and participates in developing, implementing and evaluating plans, work processes, systems and procedures to achieve account receivable, payable and ASB goals, objects and work standards.
Establishes performance requirements and personal development targets.
Supervises the processing and payment of all District invoices, including the verification of account numbers, proper documentation and authorizations.
Checks all documents for accuracy and Board authorization.
Reviews and ensures appropriate internal controls for the accounts receivable and payable process.
Monitors and takes action to require compliance with internal controls and District policies and procedures.
Recommends changes to achieve better control to improve the efficiency of functional processes in accounts receivable and payable.
Explains changes in policies and procedures to subordinate staff and District departments.
Meets with management, site personnel, or others to resolve problems.
Performs special financial and statistical research study assignments.
Answers complex technical questions for assigned accounting personnel.
Plans, schedules, supervises, and participates in the preparation, maintenance, and review of accounting records and reports.
Supervises and participates in the preparation of related reports for federal and state agencies.
Works with computer‑based accounting systems in reviewing and preparing input to the computer and utilizing and analyzing output reports.
Reads, interprets, and enforces Education Code and policies established by the Board of Education.
Trains, supervises, and evaluates the performance of assigned technical staff.
Assists in the planning, development, and implementation of orientation and in‑service training programs.
Assists auditors by providing requested account data and reports.
Participates in year‑end financial close and reconciliation process.

Distinguishing Characteristics Among Related Classes
A Senior Accounting Technician leads and participates in the work of a small group of Accounting Technicians who perform complex calculations, reconcile District accounts, and verify computations involved in preparing and entering data related to the preparation of the District’s financial reports.
An Accounting Supervisor performs complex technical activities involved in planning, organizing, directing the accounts payable and receivables of the District; coordinates the workflow and ensures accurate general accounting principles, regulations and legal mandates are followed; and supervises and evaluates the performance of assigned staff.
A Financial Analyst performs complex professional‑level activities that are primarily oriented toward the analysis of financial data and budgets; prepares budget projections; coordinates and assists in administering, reporting, and auditing the District’s budgets; and directs, trains, and evaluates the performance of assigned supervisors and staff.
Physical Demands
Employees in this classification sit, walk, stand, lift and carry up to 25 lbs., push, pull, bend repeatedly, repetitively use fingers, wrists or hands in a twisting motion or while applying pressure, use both hands simultaneously, speak clearly, hear normal voice conversation, need depth perception, can distinguish shades, see small details, drive a vehicle, use a computer and a telephone.

Education
Graduation from an accredited college or university with an Associate Degree or higher with an emphasis in Accounting, Business Administration, or related field.
Experience
Three years of progressively responsible accounting or budget experience, including at least two years in a lead or supervisory capacity in an accounting environment.
Special Requirements
Possession of a valid California Class C Driver License.
Evidence of adequate insurance for a motor vehicle which meets or exceeds the California legal liability insurance requirement and continue to maintain insurability.
Use of an automobile.
Knowledge of
Principles and practices of school district accounting, auditing, budgeting, financial analysis, and research procedures.
California public school budgeting and accounting procedures including state and federal audit guidelines and regulations.
Pertinent provisions of the California Education Code, the California State Accounting Manual, and applicable local laws and regulations.
Computer‑based accounting and financial applications and systems.
Modern supervisory techniques and practices.
Accounting, fiscal procedures, and computerized accounting principles.
