Pay Rate The annual base salary range for this position $63,728 - $86,488. Please note that the salary information is a general guideline only. About The Role The Acquisition Management Analyst shall support the Short-Range Recovery (MH-65) acquisition program with the day-to-day administration and maintenance of routine deliverables by providing documentation and administrative support in the areas of communications, data management, technical writing, task and metric tracking, briefings, performance measurement, and meeting support.

Responsibilities

Organize and maintain an electronic program document repository and archive stored on the USCG provided SharePoint site.

Support the collection and submission of routine reports and data calls, including PEO weekly reports; GAO, OMB, and congressional questions; BBDs; Quarterly Acquisition Report to Congress (QARC).

Support program meetings, including Integrated Product Team (IPT) meetings through scheduling, facilitation, note taking, and action item tracking.

Perform meeting management functions including electronically scheduling meetings and meeting locations, coordinating attendees, developing and distributing meeting agendas and minutes.

Maintain program information stored in the INVEST reporting database and coordinate required submissions with program staff.

Track, analyze, and manage contract deliverables (e.g., Contractor schedules, technical data packages, CDRLs) and reporting metrics as required.

Plan, prepare, track, and maintain acquisition documentation in accordance with DHS HSAM, USCG COMDTINST M5000, and other applicable policies and directives to support project activities, briefings, and Acquisition Decision Event reviews.

Documents include presentations, white papers, and required acquisition documentation, including: Program Management Plan (PMP), Integrated Logistics Support Plan (ILSP), Acquisition Plan (AP), Acquisition Program Baseline (APB), Program Management Plan (PMP), Program Life Cycle Cost Estimate (PLCCE), Configuration Management Plan (CMP), Risk Management Plan (RMP), Test and Evaluation Master Plan (TEMP), Program SELC Tailoring Plan (PSTP), Operational Requirements Document (ORD).

Draft various procurement request documentation to include statements of work (SOW), perform and document market research, and initial cost estimates.

Support budget development as needed, including drafting Capital Investment Plan (CIP) updates, out-year budget requests, spend plan updates, and open obligation validation.

Support program risk management efforts by identifying, tracking, and analyzing program risks and developing mitigation plans.

Schedule and provide read-ahead materials to support risk assessment meetings and participate in risk assessment meetings and other risk assessment events.

Maintain the program risk register in accordance with CG-9 Risk Management SOP and industry standards.

Maintain the MH-65E program Integrated Master Schedule (IMS) using Microsoft Project and/or Power BI. Develop and maintain the IMS as primary planning and tracking tool.

Ensure IMS reflects key programmatic, contracting, production, and testing activities contained in the program acquisition strategy, PMP, and other documentation.

Attend meetings and proactively seek inputs to accurately maintain the IMS.

Prepare scheduling materials (Gantt charts, milestone charts) for program reviews. Generate ad hoc scheduling reports.

Identify and analyze risks and issues arising from schedule conflicts or delays and propose resolutions to meet milestones.

Assist with proposal development, if necessary.

Perform other duties as assigned.

Experience Requirements

Must have at least four (4) years of experience in major or non-major systems acquisitions governed by DoD 5000 Series, DHS HSAM, or equivalent Federal policy.

Six years (6) experience on USCG acquisition programs is preferred.

Prior experience with SharePoint, developing procurement requests and technical writing, working with DHS INVEST system, and creating/maintaining an Integrated Master Schedule is desired.

Education Requirements

High School degree required.

Other Required Skills & Abilities

Must be able to effectively communicate with customer and fulfill all duties and responsibilities as listed in the contract.

Must be proficient in Microsoft Office suite including Word, PowerPoint, Excel, and Outlook.

Security Clearance Requirements

Must have the ability to obtain a NACI/Public Trust clearance.

US Citizenship Requirements This position supports a U.S. Government Contract whose terms require Sawdey Solution Services to staff it only with U.S. Citizens.
