We are seeking a

Procurement Analyst / FOIA Specialist

to join our team in support of the Office of Acquisition Management (OAQ). The ideal candidate will bring strong analytical skills, a working understanding of federal transparency and procurement regulations, and experience supporting acquisition and FOIA requirements in a Federal environment.

Work Location

Washington, DC. Candidates must currently live within commuting distance of ICE/OAQ and be available for on-site meetings or support when required to be considered.

This position is contingent upon contract award and Government approval of proposed personnel. All candidates must be fully vetted and accepted by DHS/ICE prior to onboarding.

Primary Responsibilities FOIA & Privacy Support

Review incoming FOIA requests and determine location of responsive records.

Coordinate timely responses to internal and external inquiries, including Congress and the public, and help resolve discrepancies in responsive records or data.

Propose redactions in accordance with FOIA exemptions, statutes, and regulations.

Prepare responses to appeals, fee waivers, and FOIA‑related lawsuits.

Handle sensitive, procurement‑sensitive, and PII‑containing records in compliance with all applicable laws, regulations, and DHS/ICE policies.

Research, gather background information, and compile FOIA information packages for management review and signature.

Determine exempt vs. non‑exempt status of records.

Recommend updates to FOIA guidance, processes, and procedures.

Maintain accurate records of requests and dispositions.

Track all FOIA requests in provided systems or databases.

Maintain awareness of FOIA and acquisition‑related milestones and deadlines to support timely responses and compliance with agency requirements.

Archive records and determine appropriate dispositions in accordance with OAQ procedures and records management policies.

Procurement & Transparency Support

Review government contract files and documentation.

Support transparency inquiries and acquisition‑related data calls.

Apply procurement regulations including FAR, Privacy Act, and agency‑specific directives.

Coordinate file management with data management and contracting teams.

Prepare coordinated responses to acquisition‑related Congressional inquiries in accordance with OAQ procedures.

Stakeholder Coordination

Alert federal leadership to requests requiring sensitive handling.

Explain FOIA exemptions to internal OAQ stakeholders.

Participate in meetings and Integrated Product Teams (IPTs).

Collaborate closely with Government personnel and other contractor teams to ensure transparency, information sharing, and mission alignment.

Design and develop FOIA‑related reports.

Operational Security & Technical Skills

Maintain OPSEC practices when handling sensitive records and report any issues or concerns in accordance with DHS/ICE policy.

Create and maintain documents using Microsoft Outlook, Word, Excel, PowerPoint, SharePoint, and Teams.

Required Qualifications

Bachelor’s degree required. A degree in business, information management, contracting, law, or a related field is preferred. Candidates without a degree may qualify with six (6) years of experience in federal procurement or privacy.

At least four (4) years of relevant experience in Procurement Analyst, Privacy Specialist, or FOIA Specialist roles.

U.S. citizenship and must obtain/maintain DHS/ICE Public Trust (Fitness Determination).

Ability to analyze information using different strategies and draw reasonable, well‑supported conclusions.

Experience supporting federal procurement, contracting, FOIA, or privacy activities.

Proficiency with Microsoft Office Suite.

Experience reviewing government contract files and acquisition documentation.

Ability to interpret and apply FOIA, FAR, Privacy Act, or similar transparency regulations.

Experience preparing FOIA documentation and redaction packages.

Strong written and verbal communication skills.

Strong analytical and organizational abilities.

Ability to apply analytic techniques to develop solutions to FOIA‑related problems.

Ability to handle sensitive, law‑enforcement‑sensitive, or procurement‑sensitive information.

Knowledge of PRISM or other contract‑writing systems preferred.
