Construction Management & Capital Projects Director
Open until filled. Hiring Range: $140,000 - $160,000 per year.
The City of Fayetteville is recruiting a Construction Management & Capital Projects Director to manage design, construction, and maintenance of all City facilities; oversee capital projects; develop and implement the annual Capital Improvement Program (CIP); and deliver projects on time and within budget through proactive project management and transparent reporting.
Responsibilities
Manage and oversee all capital facility construction projects, including project planning, scheduling, and budgeting; develop and implement strategies to ensure projects are completed on time and within budget.
Conduct regular project reviews and field inspections to ensure compliance with federal, state, and local laws, rules, and regulations.
Assist in the development and implementation of portions of the City’s annual CIP; coordinate with various departments to identify and prioritize capital projects; monitor CIP progress and adjust plans as necessary.
Provide staff support to various boards and commissions, including City Council; attend professional group meetings and stay abreast of new trends and innovations in construction management and related fields.
Communicate consistently and transparently with Council members, stakeholders, and the public regarding project status and progress; develop and implement communication strategies; prepare and present detailed project status reports, including budget and schedule updates.
Negotiate, approve, and administer contracts, ensuring compliance and thorough documentation; create and manage project and departmental budgets; monitor expenditures and implement adjustments to stay within approved limits.
Plan, prioritize, assign, supervise, and review the work of staff; implement goals, objectives, and practices for effective service delivery; collaborate with other departments to coordinate responsibilities and ensure project success; track staff workload and recommend adjustments to manage delivery capacity.
Oversee the facilities management team to schedule preventive maintenance and repairs for all city facilities; ensure efficient use of resources and adherence to maintenance schedules.
Ensure conformance with state, local, and agency procurement regulations and policies; ensure compliance with federal and state requirements on grant‑funded projects.
Qualifications
Seven years of increasingly responsible experience in construction/project management, civil engineering, or related field with at least four years of supervisory experience; public sector experience preferred.
Required: Bachelor’s degree in Civil Engineering, Architecture, Construction Management, or a directly related field.
Required licensing: Licensed Professional Engineer (PE) or Architect.
Preferred: Professional Land Surveyor License, Project Management Certification, Leadership in Energy and Environmental Design (LEED) accreditation, NC General Contractor license.
Knowledge of criminal history record checks and background screening is required. An Equal Opportunity Employer. The selection process is anticipated to last 4–6 weeks and may include a pre‑employment drug screen and background check.
