Summary Reporting to the President, the Vice President for Financial Affairs serves as a member of the Northern Oklahoma College executive team. The Vice President for Financial Affairs oversees all aspects of managing the daily activities related to financial affairs for Northern Oklahoma College with campuses in Tonkawa, Enid and Stillwater. The Vice President for Financial Affairs supervises related activities in regards to finances and budget as it relates to Northern Oklahoma College while maintaining strong, positive working relationships with all college departments. The Vice President must have the ability to represent the institution to a variety of constituencies and must significantly enhance support for the college’s needs.

Essential Duties and Responsibilities

Reports directly to the President and assists in planning short- and long-range operational matters for a multi-campus community college.

Interprets and applies legal mandates, federal and state regulations, policies, procedures, and guidelines pertaining to Northern Oklahoma College.

Responsible for the accumulation of data to support the development of financial analysis and budgeting, including the preparation, of quarterly/monthly financial performance measures regarding revenue and expenditures.

Performs fiscal analysis, audits, budget preparation and control, and product and services assessments.

Plans, coordinates, directs and manages the functions and activities of the fiscal services units including payrolls and human resources, accounting and reporting, financial aid, fiscal record management, and student financial accounts.

Plans, coordinates, directs and manages the functions and activities of physical plant, information technology and bookstore operations.

Plans, organizes, and directs contract management, risk management, affirmative action, and auxiliary services.

Oversees and ensures the effective and efficient operation of the procurement systems and processes related to the disbursement of funds.

Serves as Treasurer for the Northern Oklahoma College Foundation, Inc. by overseeing fiscal operations including management, investment, and security of all Foundation assets.

Serves as Treasurer of the Enid Higher Education Council, Inc.

Represents the institution through professional involvement in state, regional and national organization pertaining to higher education finance.

Designs and presents formal presentations to internal and external stakeholders including but not limited to NOC faculty and staff, the NOC Board of Regents, NOC Foundation Trustees, and the Oklahoma State Regents for Higher Education.

Some travel required between campuses, to state meetings, etc.

Perform other duties as necessary to accomplish the educational objectives of the College and/or as assigned by the President.

Qualifications To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The Vice President for Financial Affairs must preserve confidentiality of privileged and sensitive information; use independent judgment and initiative in the planning, organization, and performance of responsible financial and budget work; establish and maintain cooperative working relationships with those contacted in the course of work. Knowledge and experience in accounting and financial management, understanding and appreciation of the role and mission of a two-year college, and a strong understanding of the financial statements, auditing practices and business operations in the higher education system. Proficiency of Microsoft Office applications are required. This position has regular contact with persons outside the college which requires tact, diplomacy, and independent judgment. The successful candidate will have demonstrated ability to excel in a fast-paced, dynamic and complex system. The Vice President for Financial Affairs must value integrity, excellence, empowerment, bring a deep understanding of accounting principles, a proactive approach to problem solving and process improvement, and a genuine commitment to staff mentorship and leadership development.

Education and/or Experience A minimum educational level of a bachelor’s degree from an accredited college or university and at least five years’ experience in financial management or related field is required. Preferred qualifications include a master’s degree along with Certified Public Accountant (CPA) certificate and experience in higher education finance. Must be proficient in Microsoft Office applications. Experience with institutional software packages (ERPs), specifically J1 software preferred; ability to learn J1 software required.
