Research Contract Officer – Entry University of Colorado Boulder

Job Summary The Office of College and Grants (OCG) with the University of Colorado, Boulder is accepting applications for an Entry-level Research Contract Officer! This position is responsible for protecting University interests relating to the business of University Research. The role provides support throughout the contract life cycle, often starting prior to contract award. This includes reviewing Requests for Proposals (RFPs), analyzing proposals for compliance, negotiating agreements, ensuring compliance with federal and university regulations, and providing guidance on contract interpretation and administration throughout the contract term.

Responsibilities

Review Requests for Proposals (RFPs), broad agency announcements (BAAs), and other announcements in support of proposal development, identifying issues related to the anticipated award prior to proposal submittal.

Review and analyze proposals to ensure compliance with Federal and non-Federal rules and regulations, as well as compliance with University policies and procedures.

Ensure that University commitments are in accordance with legal, regulatory, and University requirements, and that standard methodologies are approved and properly documented.

Review and negotiate funded and non-funded contracts, agreements, and sub‑agreements with outside sources (e.g., Federal agencies, industry, other universities, foundations).

Recognize and address Federal and University compliance issues.

Determine that a contract is ready for signature and provide input and guidance on contract interpretation and administration throughout the contract term.

Develop, maintain, and manage research‑related contracts, ensuring compliance with Federal, State, and University policies and procedures.

Serve as a point of contact and reliable campus resource for business and contracting topics related to Research Activities.

Provide general contract administration support to University partners and sponsors on topics such as contract interpretation, coordination, and communication to address funding issues, contract requirement issues, and disputes.

Adhere to OCG processes, uniformly enter, maintain, and track contract documents, requirements, communication, and financials into InfoEd.

Required Qualifications

Bachelor’s degree or equivalent combination of education or experience.

Experience in contract formation, negotiation, administration, and/or management, include familiarity with research, research compliance, or highly regulated industries.

Strong understanding of research and/or service agreement administration or comparable business experience.

Excellent organizational skills to manage multiple ongoing tasks.

Proven ability to think critically and ask appropriate questions.

Exceptional attention to detail and ability to work independently without supervision.

Ability to work collaboratively with University partners and sponsors across multiple subject areas.

Demonstrated ability to prioritize tasks and meet deadlines.

Outstanding written and verbal communication skills.

Excellent customer service skills with flexibility and adaptability.

Willingness to learn, problem solve, and research solutions for a variety of tasks.

Solution‑based outlook and inquisitive personality; ability to solve sophisticated problems.

Preferred Qualifications

Basic understanding of research and/or service agreement administration.

Experience working with Federal or other government policies.
