Enterprise Content Management Programmer
contractor is needed to provide system development, optimization, and maintenance services—ensuring timely delivery of critical projects and minimizing risk to operations.
Role and Responsibilities of the Resource Request The Senior Systems Programmer will be responsible for designing, developing, and maintaining document-centric business solutions within the
ECM platform .
Key Responsibilities:
Experience with any Enterprise Content Management (ECM) platform (SharePoint, FileNet, Documentum, OnBase, Alfresco, Laserfiche, etc.)
Strong backend development skills — Java, C#, or Python
Hands-on experience with REST APIs and system integrations
Ability to work with SQL (queries, troubleshooting, understanding data models)
Experience building or supporting workflows or automation tools (Power Automate, Nintex, K2, Appian, Pega)
Prior exposure to large enterprise environments with structured change control and documentation practices
Comfort learning platform-specific scripting languages
General familiarity with server environments, authentication (AD/LDAP, SSO), or system configuration is a plus
Any experience with document management, metadata models, permissions, or file repository structures is a strong plus
Design, develop, and maintain document-centric business solutions within ECM platform.
Build and configure complex workflows to automate business processes.
Develop and customize forms, user interfaces, and advanced reports to meet functional requirements.
Implement and integrate new ECM modules into existing environments.
Perform complex system integrations between ECM and other enterprise applications.
Optimize system performance, troubleshoot technical issues, and apply advanced problem-solving to resolve defects.
Support platform upgrades, patches, and migration activities while minimizing downtime and risk.
Ensure adherence to
security, compliance, and governance standards
in all solutions delivered.
Scheduled Milestones and Deliverables Milestones and deliverables will align with priority projects as assigned. These may include, but are not limited to:
Elections Redaction Scanning
Public Health HR Scanning and Migration
Auditors AIP Changes and HR Scanning
DocuSign Electronic Signature Integration
The resource will be expected to deliver assigned work
within defined scope, schedule, and quality standards .
Metrics to Measure Resource Performance
Completion of assigned project deliverables within defined scope and schedule.
Accuracy and quality of developed solutions with minimal defects or rework.
Successful implementation of complex integrations, workflows, and module deployments.
Timely resolution of technical issues and escalated vendor tickets.
Adherence to
security, compliance, and governance
standards in all deliverables.
