Project Manager - Highways Roads

You will be part of a globally connected team tackling complex highway, road, bridge, and active‑transportation projects from concept to delivery.

Roles & Responsibilities

Project Governance:

Clarify roles, responsibilities and ensure compliance with program/portfolio processes.

Portfolio Management:

Plan and manage delivery of projects in your expertise area using a suitable methodology.

Project Team Management:

Lead large or multiple small‑to‑medium teams, define vision, coordinate actions and develop team capability through training, coaching and mentoring.

Project Risk & Issue Management:

Identify and manage risks, issues, dependencies and constraints, escalating as needed and implementing solutions.

Project Benefit Realization:

Deliver baseline assessments and post‑implementation analyses to track business benefits.

Project Resource Management:

Negotiate and manage resource budgets, provide forecasts and variances to ensure effective utilization.

Culture of Innovation:

Drive innovation through multistakeholder solutions such as idea generation platforms, jam sessions and hackathons.

Leadership & Direction:

Communicate strategy and business plans, motivate teams, and link local goals to the organization’s mission.

Personal Capability Building:

Engage in development activities, maintain professional accreditation, and stay updated on technology, regulations and best practices.

Transformational Change Management:

Manage workstreams within transformation programs using structured change management methodologies.

Stakeholder Management:

Design and implement stakeholder engagement plans to build positive relationships and secure stakeholder voice.

Project Scope Definition:

Lead information gathering, analysis, and stakeholder consultation, and specify, negotiate, and agree on deliverables.

Project Assurance:

Manage assurance reviews, coordinate independent third‑party reviews, and resolve issues to give confidence in project delivery.

Enterprise Business Analysis:

Identify business needs and recommend solutions at the business unit level.

Education

Bachelor’s Degree in Civil Engineering or a related field.

Experience

8+ years of transportation & municipal engineering experience, with strong background in planning & design; construction experience a plus.

Registered Civil Engineer in California or Arizona.

Experience in transportation project management, specifically highways and roads.

Experience with project management software and tools.

Ability to lead development of proposals and participate in interviews.

Knowledge of Caltrans and AASHTO guidelines and standards; strong foundation in PS&E package development.

Experience with locally funded, state and federally funded transportation projects delivered in partnership with Caltrans.

Salary Range:

$103,000- $172,000

based on experience.
