Essential Duties & Responsibilities
Affordable Housing
- Ensure compliance with Equal Housing Opportunity / affirmative fair housing laws.
- Ensure proper LIHTC and/or Section 8 policies and procedures are followed.
- Monitor LIHTC application and annual recertification processes.
- Regulatory compliance – ensure compliance with regulatory and funding requirements, contracts, and reporting.
- Conduct file reviews, physical inspections, and interact with regulatory agencies.
- Conduct semi‑annual inspections as required.
Personnel Management
- Screen, hire, train, coach, and develop on‑site staff using company directives.
- Ensure staff effectiveness through ongoing training, coaching, counseling, and guidance per company benchmarks.
- Address performance problems with documentation, communication with supervisor/HR, and terminate when necessary.
- Prepare salary increase requests for Community Managers and other team members; sign off and submit to HR.
- Provide counseling statements, written evaluations, and salary requests for review.
- Approve timesheets and verify correct hours, vacation, and sick time with signatures.
- Promote staff harmony and quality performance through support and effective leadership.
- Ensure staff compliance with company policies and procedures.
Financial Management
- Achieve highest possible net operating income via effective cost control and revenue & leasing improvement.
- Develop yearly operating budgets and forecasts.
- Provide monthly written evaluation of income and expense line items that are significantly over budget.
- Provide capital improvement suggestions for the future of the site.
- Monitor all proposals and contracts for large projects and check work in progress.
- Monitor and reconcile deposits, rent collections, and charges, submitting on time.
- Approve timely receipt, reconciliation, and coding of all vendor invoices.
- Ensure property closeout is completed on time and ownership financial reports are accurate.
Strategic Leasing Management
- Develop yearly marketing plan and use marketing strategies & systems.
- Provide marketing strategy to generate rentals or for rent increases.
- Ensure staff leasing techniques are effective and that reporting systems are accurate.
- Address resident complaints, concerns, and requests to ensure satisfaction.
- Develop and implement resident retention programs.
- Effectively show, lease, and move in prospective residents.
Administrative & Maintenance Management
- Ensure all administrative & leasing reporting is accurate, complete, and submitted on time.
- Assist the emergency team and ensure proper response to all property emergencies.
- Monitor service request turnaround and responsiveness of maintenance staff.
- Maintain property appearance and ensure repairs are completed on time.
- Plan and utilize property resources, equipment, and supplies economically.
- Direct and monitor maintenance, construction, and rehabilitation activities for quality and expediency.
Travel
- Estimated 25‑50% of work time, including property visits, conferences, training, and business activities.
Education & Experience
- Affordable housing experience including LIHTC.
- Prior experience as a Regional Manager.
- High School Diploma or equivalent; Bachelor’s degree preferred or four years experience in housing industry; or one to two years related experience and/or training.
- Certified Apartment Manager (CAM) or Accredited Resident Manager (ARM) preferred.
- Basic computer skills and understanding of on‑site software functions.
- Basic knowledge of Fair Housing Laws and OSHA requirements.

For Colorado employees, a reasonable estimate of the compensation range for this role is $110,000 – $145,000.
