REPORTING RELATIONSHIPS:

This position reports to the Program Manager, Early Care and Education.

JOB SUMMARY:

The Senior Program Officer (SPO), BuildUp Oregon, will play a key role in advancing access to high-quality early care and education (ECE) facilities through the Oregon Housing and Community Services (OHCS) Co-Location Fund. This innovative grant supports developers in building childcare centers co-located with affordable housing throughout Oregon. The SPO will provide high-level program management, partner coordination, resource development, and technical assistance to a diverse group of stakeholders, including developers, government agencies, community-based organizations, ECE providers, and Community Development Financial Institutions (CDFIs).

The SPO will support the development and ongoing administration of facilities grant programs and contribute to the broader goals of BuildUp Oregon to strengthen Oregon’s ECE infrastructure.

KEY RESPONSIBILITIES:

Strategic Leadership and Program Development

Support strategic direction of ECE initiatives in collaboration with the Program Manager.

Develop frameworks and processes that improve program outreach, service delivery, and evaluation.

Identify emerging trends and propose data-driven program enhancements.

Represent the organization in strategic working groups and policy conversations.

Advanced Technical Assistance and Training

Deliver high-quality technical assistance to providers and community-based organizations focused on ECE facilities, business sustainability, and quality improvement.

Create and refine tools, templates, and learning resources for stakeholders.

Lead workshops and peer learning efforts to support field-wide capacity building.

Complex Grant and Project Oversight

Manage large-scale or multi-partner grants, ensuring milestones, compliance, and reporting requirements are met.

Contribute to proposal development, including work plans, budgets, and measurable outcomes.

Lead internal reporting and reflection processes to support continuous improvement.

Partnership and Stakeholder Engagement

Strengthen collaborative efforts with public agencies, intermediaries, and funders.

Represent the program externally and communicate effectively with diverse partners.

Act as liaison between providers and systems influencing ECE infrastructure.

Data, Evaluation, and Reporting

Use data systems to monitor project outcomes and support program learning.

Analyze trends and performance metrics to inform internal decisions and funder reports.

Document promising practices and share findings with stakeholders.

Team Collaboration and Mentorship

Support onboarding and skill-building of junior team members.

Offer peer coaching and serve as a resource on tools, processes, and best practices.

Contribute to a positive team culture and cross-functional coordination.

Other Duties

Assist the Program Manager with strategic initiatives and organizational priorities.

Other duties as assigned.

QUALIFICATIONS:

Bachelor’s degree in early care and education, planning, public administration, business, architecture, or related field.

Minimum 3–5 years of progressively responsible experience in early childhood education, community development, or related field.

Experience managing or contributing to large-scale initiatives, technical assistance, and/or public-private partnerships.

Understanding of childcare facility development, small business supports, and ECE systems.

Strong writing, presentation, and relationship-building skills.

Commitment to racial equity, inclusion, and community-led solutions.

Ability to travel occasionally and work flexible hours based on program needs.

ADDITIONAL INFORMATION:

LIIF offers a hybrid work environment with flexibility to balance in-office and remote work. However, all employees are expected to work on-site at least two (2) days per week. The successful candidate may be expected to travel occasionally for meetings, trainings, conferences, or other Company sponsored events.
