Position Summary
The Vice President for Strategic Enrollment Management reports directly to the President and is the Chief Enrollment Officer responsible for providing executive guidance, direction, and policy formation for enrollment management functions at Sacramento State. As a member of the President’s Cabinet, this position participates in institution-wide planning and supports the university's mission and goals through strategic leadership of a comprehensive enrollment management unit.
The VP provides direct leadership and oversight across multiple units: Enrollment Operations, Admissions and Outreach, Financial Aid/Scholarships, Office of University Registrar, Imaging Data Processing, and Student Services Center & Financial Wellness, including other areas related to admissions and outreach such as international programs. The position provides comprehensive direction and oversight to ensure consistent approaches and streamlined operations across all departments within the unit. Additionally, the VP has full fiscal responsibility for developing and overseeing large and complex budgets with multiple funding sources, aligning resources with strategic priorities, and maximizing effectiveness across all initiatives, projects, and departments.
The position works closely with the Provost and the Academic Affairs Division to enrich the student learning experience both in and outside the classroom. Collaborative efforts with the Provost, Academic Deans, and faculty are essential to ensure effective planning results in the University’s enrollment goals being met across all academic areas of study. This role requires extensive coordination with other Vice Presidents and divisional leaders to streamline services, remove barriers, enhance equity and inclusion, support student success experiences, and shape enrollment growth in support of the university's strategic plan and financial sustainability.
Core Responsibilities
- Lead the comprehensive enrollment management unit encompassing admission, financial aid, registrar, enrollment operations, imaging/data processing, and student services.
- Develop and execute enrollment strategy in alignment with institutional goals and the CSU system mission.
- Oversee strategic planning, budgeting, forecasting, and resource allocation for enrollment functions.
- Collaborate with Provost, Deans, faculty and other administrative units to ensure student learning experience is optimized and that enrollment goals are met.
- Serve as a member of the President's Cabinet for university-wide planning and budget deliberations.
- Implement equity and inclusion initiatives for diverse student populations through data‑driven analysis and marketing strategies.
- Drive enrollment growth initiatives including market analysis, brand positioning, and employer/partner relationships.
- Manage finance and personnel for a large, complex, multi‑department organization.
- Ensure compliance with all policies and regulations, including those related to financial aid, student records, and security.
- Communicate with internal and external constituencies, fostering collaboration and engagement.
Qualifications
- Master's degree in a related field from an accredited university or equivalent work experience.
- Five (5) years of leadership experience in enrollment management, chief marketing, or a closely related field.
- Experience developing and executing comprehensive brand strategies and positioning that drive increased lead generation and enrollment growth.
- Experience with fiscal and personnel management in a complex organizational environment.
- Knowledge of brand management and reputation building.
- Ability to conduct comprehensive market analysis and population assessments to inform enrollment planning.
- Knowledge of youth culture, trends, and generational marketing approaches.
- Familiarity with current and emerging enrollment technologies (CRM, predictive analytics, digital marketing).
- Understanding of educational equity and inclusive recruitment/retention practices.
- Strong decision‑making and problem‑solving skills.
- Proficient in organizational finance, HR, and information systems relevant to enrollment.
- Political acumen and governance knowledge in higher education contexts.
- Excellent written and oral communication skills.
- Ability to develop strategic partnerships with K‑12 districts, community colleges, employers, and community organizations.

- Experience implementing successful enrollment growth strategies in higher education with measurable results.
- Use of data analytics and research to inform enrollment decisions and improve retention.

- Experience with inclusive recruitment and retention strategies for underrepresented groups.
- Proficiency in enrollment management policies, practices, and trends in the CSU system.

Compensation and Work Hours
FLSA: Exempt (Not eligible for overtime compensation)
Anticipated Hiring Range: $21,667 per month - $25,000 per month, commensurate with the candidate's education, experience, skills, and training.
CSU Classification Salary Range: $10,106 per month - $32,441 per month
Work Hours: Monday-Friday; 8 a.m. - 5 p.m.; weekends and evenings as needed.
