Position Overview The Parking Operations Planning and Analysis (Parking Operations) division of DOT's Traffic Operations handles all parking tasks related to the city’s 14,000 meters, mobile parking payment app, seven (7) garages, and off‑street parking permits. Parking Operations generates over $265 M in annual revenue, manages $32 M OTPS budget and $30 M capital budget, and employs more than 350 people in nine operational groups, including equipment, vehicles, and inventory.
Role Summary Parking Operations seeks an experienced, knowledgeable, and flexible candidate to serve as Executive Director (ED) of the Finance Group within Parking Operations. The selected candidate will report to the Assistant Commissioner and be tasked with guiding and overseeing all aspects of the revenue‑and‑financial‑related functions of the Division, including revenue reporting, reconciliation, adjustments, budget and fiscal management, contract administration, and customer service.
The four units reporting to the ED are responsible for reporting revenue generated by Parking’s programs (meters, payment app, garage parking and quarterly permits), adjusting customers’ transactions, analyzing and projecting revenue for annual targets and PEGs, selling permits, budgeting and spending to support operations, and administering contracts, in addition to managing the work group’s human‑resources aspects.
Key Responsibilities The revenue reconciliation unit monitors, analyzes, reconciles, adjusts, and reports on all revenue received from all sources and payment types, bringing in over $265 M annually.
The Finance Group consists of 30 employees performing tasks that must adhere to the City Comptroller’s Directives. The ED will oversee, manage, and guide employees engaged in reconciling cash collected from meters and garages; credit‑card payments at meters and via the mobile app; garage parking; and check payments for permits and licensing space use of parking lots. The ED will also assist and guide complex modelling and revenue‑generation projections and analyses.
Liaise with DOT Central Budget and OMB as needed. The ED will also handle banking activities and liaise with the Department of Finance counterparts to set up bank accounts, credit‑card merchant accounts, manage migrations between credit‑card processors, and address settlement and funding issues with processors and vendors.
Location & Schedule Work Location: 34-02 Queens Blvd., 2nd FL, LIC, NY 11101
Hours/Shift: 35 hours Monday‑Friday, 9 am‑5 pm
Additional Information: This position may be eligible for remote work up to two days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC37.

Minimum Qualifications A master’s degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full‑time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. Eighteen months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
A baccalaureate degree from an accredited college and four years of professional experience in the areas described in the first requirement above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in the first requirement above.
Preferred Skills
Demonstrated management and interpersonal skills, including written and oral communication skills.
Demonstrated advanced MS Excel and MS Office skills, and data management skills.
Demonstrated extensive budget experience, capital and expense; city budget experience a plus.
Demonstrated vendor‑relationship experience, including ongoing evaluation of vendors’ performance.
