Job Overview
Launch Systems Analyst provides expert advice, assistance, and programmatic assessments in support of OSL management, organizational and business efforts. LSAs apply knowledge and experience with technological, programmatic, program management or business fields to support the execution of launch enterprise portfolios, organization and governance.
Key Responsibilities
Draft technical evaluations, briefings, analysis and reports required to effect program execution.
Develop processes to determine the effectiveness of current activities, examine problem areas, and develop solutions.
Analyse and develop new requirements, plans and alternative solutions to support OSL enterprise.
Support development of contract, ECP, Task Order requirements packages.
Support the development of strategies to procure launch services.
Verify that recommended portfolio plans are executable within the OSL resource constraints.
Track, review and provide assessments of contract and CDRL deliverables.
Formulate strategies, processes and products to parallel overall business strategies in conjunction with functional users and government.
Develop and maintain briefings and data submittals in support of OSL equities as part of NRO corporate governance.
Draft and review documentation concerning Launch Enterprise Portfolio and OSL Corporate Governance.
Develop agreements with external agencies or mission partners.
Develop, review and coordinate documentation, communication, process and tools to support COTRs, Portfolio Managers and division chiefs across the Launch Enterprise.
Provide leadership, develop documentation and programmatic support in areas such as program/project planning, linkages to mission readiness, milestones, project execution, performance monitoring, risk assessment and management.
Maintain knowledge of processes and tools used to manage requirements and implementation, including strategies and roadmaps.
Assess impacts ranging from broad programmatic concepts to specialized mission requirements.
Assist in developing and recommending the adoption of strategic and innovative approaches to technical problems; consider a range of analytical factors.
Originate briefings, papers and summary reports concerning all areas of space launch.
Support matrix/staff offices to meet OSL program office goals.
Launch Systems Analyst, Level I (LSA‑I) The LSA‑I position is an entry level systems analyst professional who possesses some working knowledge of government program management. LSA‑I will develop briefings and assessments for a variety of Government customers and audiences and must be able to convey information in a clear and articulate manner. LSA‑I will support cradle to grave launch enterprise support activities. LSA‑I contractors shall possess at least Programmatic Level II (P2) and the following expected qualifications:
Entry level 0 years required
General knowledge of NRO policy and procedures
General understanding of OSL policy and procedure
Program/Contract management experience and a familiarity with federal government contracting, budgeting and financial processes (Desired: Program/Contract management experience and a familiarity with IC/NRO/SF contracting, budgeting and financial processes)
Launch Systems Analyst, Level II (LSA‑II) The Level‑II LSA position is an intermediate level systems analyst professional who possesses proven working knowledge of government program management. Level II LSAs will develop briefings and assessments to a variety of audiences and must be able to convey information in a clear and articulate manner to Government leadership. Level II LSAs will be required to support strategic planning as well as cradle to grave launch enterprise support activities. Level‑II LSA contractors shall possess all LSA‑I qualifications and at least the Programmatic Level III (P3) plus the following expected qualifications:
Extensive knowledge of NRO policy and procedures (Desired: Thorough understanding of OSL policy and procedures)
2 years of relevant experience
Program/Contract management experience and a working knowledge of NRO/SF contracts, budgeting and financial processes (Desired: Program/Contract management experience and a working knowledge of OSL contracts, budgeting and financial processes)
Ability to provide recommendations/products that reflect best path for the NRO and OSL based on extensive programmatic experience
Launch Systems Analyst, Level III (LSA‑III) The Level‑III LSA position is a senior level systems analyst professional who possesses proven working knowledge of government program management. Level III LSAs will develop briefings and assessments to a variety of audiences and must be able to convey information in a clear and articulate manner to all levels of Government leadership. Level III LSAs will be required to support strategic planning as well as cradle to grave launch and launch support activities. Level‑III LSA contractors shall possess all LSA‑I and LSA‑II qualifications and at least the Programmatic Level IV (P4) plus the following expected qualifications:
Demonstrated ability to establish effective working relationships with other Government agencies and mission partners
5 years of relevant experience
Substantive experience providing risk assessments and risk‑management recommendations to program managers in support of successful mission accomplishment
Ability to deliver effective briefings/presentations/papers on complex topics for audiences that may be large and/or include high‑level decision makers
Demonstrated ability to prioritize competing requirements and tasks and manage long‑term tasks as well as short‑term obligations
Ability to effectively provide guidance to Level‑I and Level‑II LSAs
Security Clearance & Locations Active TS/SCI security clearance with a CI polygraph.
Locations: Chantilly, VA; Cape Canaveral, FL; Los Angeles, CA; Vandenberg AFB; Colorado Springs, CO.
Pay & Benefits Pay range: $100,000 per year to $170,000 per year. Base pay offered may vary based on established government contract ranges, job‑related knowledge, skills, and experience, and other factors. MTSI offers a full range of medical, financial, and other benefits, dependent on the position offered. Base pay information is based on market location.
