Summary The Columbia Missouri VHS provides you with outstanding health care - trains America's future health care providers - and conducts important medical research. We provide veterans with health care services at 9 locations in Missouri and Pike County - Illinois. Facilities include our Harry S. Truman Memorial Veterans' Hospital in Columbia and 8 community-based outpatient clinics located in Jefferson City - Kirksville - Marshfield - Mexico - Osage Beach - Sedalia - St. James - and Waynesville.

Qualifications To qualify for this position - you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation.

Basic Requirements

United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy

Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine

The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed

Current - full and unrestricted license to practice medicine or surgery in a State - Territory - or Commonwealth of the United States - or in the District of Columbia

Residency Training: Physicians must have completed residency training - approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification

(NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME) - b) OR [(2) Those approved by the American Osteopathic Association (AOA) -OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States) - which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences

Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs)

PRPs must be fully licensed physicians (i.e. - not a training license) and may only be appointed on an intermittent or fee-basis

PRPs are not considered independent practitioners and will not be privileged

rather - they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision

Additionally - surgery residents in gap years may also be appointed as PRPs

Proficiency in spoken and written English

Additional Requirement: Preferred Experience: Progressive experience in the field of health informatics and health care delivery

Previous Informatics experience is preferred

Physical Requirements: Must be able to physically and mentally perform the duties of an RN under normal and emergent conditions

Pay: Competitive salary - annual performance bonus - regular salary increases Paid Time Off: 50-55 days of paid time off per year (26 days of annual leave - 13 days of sick leave - 11 paid Federal holidays per year and possible 5 day paid absence for CME) Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA Insurance: Federal health/vision/dental/term life/long-term care (many federal insurance programs can be carried into retirement) Licensure: 1 full and unrestricted license from any US State or territory CME: Possible $1 -000 per year reimbursement (must be full-time with board certification) Malpractice: Free liability protection with tail coverage provided Contract: No Physician Employment Contract and no significant restriction on moonlighting Work Schedule: M-F - 8am - 4:30pm MAJOR DUTIES AND RESPONSIBILITIES: As the CHIO - the incumbent is charged with actively and vocally supporting the goal of establishing a workable local informatics infrastructure and for advancing solutions for managing workflow and knowledge in clinical systems

The CHIO will participate in local - VISN and VA Central Office activities to ensure that informatics is established as a professional domain in VHA - and that best practices are identified or developed and made available throughout the VHA health care community

Incumbent will direct the Health Informatics service and provide directions and guidance to Health Informatics staff - which includes Program Analysts (Informatics) - Health Informatics Specialists - Clinical Applications Coordinators - Anesthesia Record Keeping (ARK) and Clinical Information Systems (CIS) coordinators - Nursing Informaticists - Clinical Decision Support Section (CDSS) program analysts - program support assistant - and any other Clinical Informatics staff added in the future

The CHIO liaises with and supports the Group Practice Manager (GPM) and to improve access to care and optimize clinic management processes - access strategies - and make-buy decisions through in depth analysis of in-house and non-VA provided care

The CHIO facilitate custom data queries from the Corporate Data Warehouse - Regional Data Warehouse - etc to support quality improvement activities - SAIL and Research

As the resident expert in clinical informatics - the CHIO is the primary advisor to the Deputy Chief of Staff (DCOS) - the Chief of Staff (COS) - the Medical Center Director - and other key officials

The CHIO functions as a SAIL champion and facilitates steering committees and workgroups to improve SAIL scores

The CHIO is expected to be a strong agent for change who must demonstrate the ability to understand the informatics needs of the end-users

The CHIO is a key member of the Joint Commission Survey Readiness team and is involved in other committees as necessary (e.g. - clinical practice guidelines - scheduling oversight - practice management - consult management - information security and privacy oversight - compliance - medical records - patient safety - bar code utilization - interdisciplinary pain management - etc.)

The CHIO will chair the facility's Integrated Informatics Committee

The CHIO will work to reduce redundancy - increase efficiency - and target the application of informatics

In doing so - the incumbent will develop a streamlined and first-class informatics organization

Incumbent will advance national solutions for managing workflow knowledge in clinical information systems as well as patient safety and mandated clinical guidelines and will support local implementation and configuration of nationally developed software and insuring delivery of timely - appropriate - and relevant end user training

Incumbent will collaborate with services in developing and utilizing informatics processes that impact patient care

The CHIO is also responsible for other duties that may emerge as they relate to clinical informatics.
