Position Summary: The Director will work cross-functionally with government, business banking, consumer and other lines of business, legal, compliance, marketing, state and local stakeholders, forward flow purchasers, capital partners and other stakeholders to drive impactful lending programs and maintain a favorable CRA rating. Ensuring Texas Capital meets or exceeds CRA regulatory requirements and plays a meaningful role in supporting the credit needs of low- and moderate-income (LMI) communities. Leading the origination, underwriting and funding strategies for small business lending in the State of Texas and beyond. Supporting Texas Capital’s partnerships with the Small Business Administration, the Texas Economic Development & Tourism Office, the Department of Defense and other governmental agencies to design, implement and deliver lending programs meeting stakeholder and sponsor priorities. Key Responsibilities: Strategic Leadership:

Collaborate with the leaders of Corporate Banking verticals and TC’s Business Banking, SBA and Retail Small Business Lending group to develop and implement a comprehensive CRA lending strategy aligned with regulatory requirements and bank goals. Identify new lending opportunities for community development, small businesses, and affordable housing in Low and Moderate income areas within the bank’s footprint. Lead the bank’s participation in State of Texas CAP small business lending initiative to support underserved and other targeted business communities. Lead the bank’s participation in Department of Defense and other federal or state business lending initiatives. Serve as the bank’s subject matter expert on CRA lending activities.

Program Management:

Oversee the planning, execution, and reporting of CRA-qualified and other strategic lending activities. Partner with business units to integrate CRA and other program goals into loan origination and underwriting processes. Monitor and analyze lending performance data to ensure alignment with goals and regulatory benchmarks.

Regulatory Compliance:

Ensure all lending activities meet federal, state or other applicable regulatory requirements and internal policy standards. Prepare for and support credit portfolio review, regulatory CRA examinations and internal audits. Maintain comprehensive documentation of lending initiatives and performance metrics.

Community and Stakeholder Engagement:

Build and maintain strong relationships with community development organizations, non-profits, housing agencies, and state and local government officials to identify lending opportunities. Represent the bank at community meetings, conferences, and CRA-related events.

Reporting & Analysis:

Produce regular CRA lending performance reports for executive leadership and the Board. Track trends in community development needs and lending patterns to inform strategy. Collaborate with the CRA compliance officer on self-assessments and documentation.

Qualifications: Bachelor’s degree in finance, business, economics, public policy, or related field (Master’s preferred). Minimum 7-10 years of experience in banking or financial services with at least 3 years in CRA or community development lending. Strong knowledge of CRA regulations, Fair Lending, and other related banking laws. Proven experience building and leading successful CRA lending programs. Excellent interpersonal and relationship-building skills with community partners and regulators. Strong analytical, organizational, and project management skills. Proficiency in Microsoft Office and CRA reporting tools. Preferred Qualifications: Experience working with CDFIs. Experience in loan acquisitions and securitization, including forward flow and other capital arrangements. Knowledge of emerging trends in community banking and impact finance. Familiarity with bank examination processes and performance evaluations. The duties listed above are the essential functions, or fundamental duties within the job classification.
