The Vice President, Legislative Policy, provides strategic leadership of CSBS’s legislative agenda, ensuring alignment with the organization’s mission to support state financial regulation. This role oversees the development of legislative policy, directs and executes advocacy strategies and tactics, and manages professional congressional relations staff to advance CSBS’s priorities.

Responsibilities

Member of the Senior Leadership Team (SLT) – The SLT is a group of peers with individual leadership roles at CSBS and a commitment to working across business units to achieve organizational goals. SLT members collaborate to ensure priorities and resources are aligned to successfully implement CSBS strategies and demonstrate our values (VIBE) to reinforce a positive and collaborative culture.

Lead and direct CSBS legislative operations by:

Serving as the primary architect of CSBS’s legislative strategy, ensuring alignment with the organization’s broader policy and supervision objectives.

Developing strategies for legislative policy outcomes related to CSBS legislative policy objectives and priorities.

Identifying, researching, analyzing, and tracking legislation to identify proposals of interest to state banking and financial regulators.

Facilitating CSBS policy development through the CSBS Legislative Committee.

Ensuring timely preparation of effective written materials related to CSBS legislative policy activities including legislative analyses, internal and member reports, talking points, letters, and Congressional testimony.

Leveraging data and technology to support advocacy efforts and measure effectiveness of outreach.

Build and maintain strategic relationships by:

Developing and managing relationships with Members of Congress, Congressional leadership, senior staff, executive branch officials, and regulatory agencies to advocate CSBS policy priorities and track legislative developments of interest to state bank regulators.

Communicating CSBS legislative policy positions to external stakeholders, including law firms, federal agencies, trade associations, and other interested parties.

Forming and participating in coalitions to promote CSBS legislative policy agenda and representing CSBS at meetings and forums.

Oversee legislative resources and member engagement by:

Directing and managing legislative resources and references for state banking departments.

Serving as staff liaison to CSBS Legislative Committee, which develops CSBS policy positions on legislative issues.

Working with the Executive Vice President, Policy & Supervision, overseeing planning and execution of government relations events, including the annual government fly‑in.

Lead and develop team performance by:

Managing, mentoring, and developing legislative policy staff to foster a high‑performing, collaborative, and innovative team.

Setting clear goals, providing regular coaching, and ensuring professional growth and retention of staff.

Additional Responsibilities

Assist with other policy development duties as assigned.

Minimum Qualifications Education & Experience

A minimum of 10 years of progressively responsible legislative and/or regulatory policy experience working in Congress, a bank regulatory agency (federal or state), trade association, financial institution, or a commensurate combination of education and experience.

Demonstrated experience managing and coaching professional staff.

Advanced degree in law, public policy, government, or a related field is a plus.

Knowledge, Skills, and Abilities

Deep knowledge of financial services regulation and oversight, including the roles of state and federal entities.

Thorough understanding of the federal legislative process and congressional operations.

Strong analytical skills with the ability to evaluate complex legislative and regulatory proposals.

Exceptional oral and written communication skills with the ability to distill and convey complex policy issues clearly to diverse audiences.

Demonstrated strategic thinking and planning capabilities, sound judgement, and a strong operational and implementation focus.

Proven ability to develop and maintain relationships with congressional leaders, senior staff, executive branch officials, and external stakeholders.

Strong presentation skills for audiences at all organization levels, including senior leadership and external partners.

Effective prioritization and organizational skills with the ability to manage and deliver on multiple, complex projects under tight deadlines.

Ability to comprehend a large body of facts and data and discern actionable items.

Collaborative working style, able to engage and influence across the organization with individuals of diverse backgrounds and expertise.

Results orientation with the ability to work at a fast pace and meet critical deadlines.

Customer service orientation with the ability to work and communicate effectively with members and stakeholders to satisfy expectations.

Proficiency in Microsoft Office Suite and familiarity with tools that support legislative tracking and advocacy.

Requirements

General office.

Travels approximately 20% of the time.
