Emergency Operations & Information Specialist DC Department of Human Resources

Job Summary This position is in the District of Columbia’s Homeland Security and Emergency Management Agency (HSEMA). The mission of HSEMA is to lead the District's effort to prevent, protect against, and respond to, and recover from all threats and hazards by coordinating all planning and preparedness efforts and facilitating a common operating picture during events. The Homeland Security and Emergency Management Agency (HSEMA) Fusion Center maintains 24/7/365 situational awareness and provides information analysis of all threats and hazards within the District and the National Capital Region (NCR). The Emergency Operations and Information Specialist serves responsible for performing developmental level work established to provide advancement to the full performance/journeyman level, under the guidance of a senior level specialist or supervisor. The Specialist serves as a Watch Analyst in the DC Fusion Center maintaining constant watch over potential emergency conditions and issuing alert notifications.

Duties and Responsibilities

The incumbent reports to a Supervisory Emergency Operations and Information Specialist.

Functions as an Emergency Operations and Information Specialist, responsible for monitoring severe weather conditions to notify the public of emergency conditions and appropriate safety actions.

Monitors regional and national warning systems.

Issues alert notifications to civil and military agencies within the District and the National Capital Region in response to emerging threats and hazards.

Performs other duties as assigned, including but not limited to mobilizing to support Emergency Operations Center (EOC) activations.

Qualifications and Education

Specialized experience directly related to the position; at least one (1) year of specialized experience equivalent to the next lower grade level.

Bachelor’s Degree or combination of education and experience (associate degree with one year of relevant experience or diploma with five years of relevant experience, including at least one year of specialized practice from a multi‑agency coordination center setting). Desired.

Licensures, Certifications and Other Requirements Incumbents must obtain and maintain a DHS Security Clearance.

Working Conditions / Environment The work is normally performed in an office setting; however, in emergency situations some field work will be required.

Other Significant Facts

Tour of Duty:

Incumbent serves on a rotating eight (8) hour shift to provide coverage in the Emergency Operations Center (EOC) twenty‑four (24) hour, seven (7) days a week.

Duration of Appointment:

Career Service Term Appointment – Not to exceed 13 months.

Collective Bargaining Unit:

This position is part of the Collective Bargaining Unit (CBU) FAH and may require you to pay dues.

Promotion Potential:

Promotion to CS-11

Position Designation:

Security sensitive; subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, suitability and background investigations, as applicable. The incumbent is an essential employee and must be willing to work flexible hours, including weekends and evenings, to support the District’s overall preparedness. In the event of an emergency, may be called into work and must fulfill all training and activation requirements as part of the Incident Management Team.
