This position is responsible for skilled supervisory work in the maintenance of all facilities, equipment, buildings and grounds for the Public Utilities Department to include: water production, wastewater treatment plants, potable water pump stations, potable water wells, sewer and storm water lift stations, reclaimed water pump stations, reclaimed water augmentation wells and reclaimed water augmentation lift stations.

Supervise the construction, maintenance and repair of all equipment, buildings, and grounds at utility plants, pump stations, wells, lift stations, reclaimed water facilities and telemetry/communication systems.

Develop and maintain a work schedule for job tasks to include preventive maintenance, SOP’s, facilities inspections, equipment and building repairs and new equipment and facility startups.

Install and maintain mechanical, electrical and electronic equipment in water and wastewater collection treatment process and appurtenances.

Maintain preventive maintenance program and parts inventory program.

Maintain chemical feed equipment, hydraulic control valves, pumps, diesel and gas powered units.

Inspect, service and repair electrical, mechanical and electronic equipment pertaining to the water treatment and wastewater collection and treatment processes.

Attend work promptly and regularly.

Perform related work as required. These additional duties may be representative of tasks typically performed by those in a lesser or more advanced job grade.

This position is part of the City’s Emergency Management Team and, as such, shall be expected to perform all duties that are assigned during an emergency management operation. Any additional compensation, above the normal weekly salary shall be outlined by the City Manager in the City’s Emergency Management Activation and Emergency Declaration. Failure to appear to perform emergency management assignment and to work assigned shifts as scheduled by the City’s Emergency Management Director or individuals designated by the City Manager to assign such functions will result in disciplinary action up to and including termination.

Supervisory Responsibilities

Directly supervise subordinate employees in the Maintenance Division of the Public Utilities Department.

Carry out supervisory responsibilities including interviewing, hiring, and training new employees; planning, assigning, directing and reviewing work; mentoring, motivating, coaching and appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems in accordance with the organizations policies and applicable laws.

Education and Experience

High school diploma or general education degree (GED).

Five (5) years experience or training in repair and maintenance of machinery, pumps, electronic, electrical and hydraulic equipment and units powered with gas or diesel.

Certifications, Licenses, and Registrations

Valid Florida Driver’s License, and a combination of one of the following:

Water Distribution System Operator License Level 3 (or superseded by an FDEP approved license in Water Treatment Plant Operations Level C or higher).

Wastewater Collection System Operator Voluntary Certification Level C (or superseded by an FDEP approved License in Wastewater Treatment Plant Operator Level C or higher).

Knowledge

Knowledge of materials, methods and tools of maintenance and repair of mechanical, electrical and electronic equipment.

Knowledge of machinery, pumps, motors and receiving/transmitting electronic equipment.

Knowledge of water purification treatment and pumping processes and wastewater treatment processes.

Knowledge of safety practices and precautions related to this position.

Abilities

Ability to read, analyze, and interpret work related documents.

Ability to write correspondence, memos, and other documentation in standard English text.

Ability to respond to various parties in a courteous and professional manner, regardless of the circumstances.

Ability to effectively present information in written and oral format to individuals and small or large groups.

Ability to comprehend and apply principles of basic mathematical concepts related to this position.

Ability to follow and interpret instructions furnished in written and oral format.

Ability to identify problems and review related information to develop and evaluate options and implement solutions that are in accordance with laws, ordinances, and established principles.

Ability to use tools and equipment related to this position such as modern office equipment, computers, LANs, fiber optics for data bus, etc.

Ability to interpret sketches and blueprints.

Ability to establish and maintain effective, professional working relationships.
