Summary of Position The Payroll Manager leads all aspects of payroll processing—including budgeting, transaction documentation, payroll for onsite and remote team members, and coordination with Finance, HR, and Operations teams. The role owns biweekly payroll processing, year‑end activities, and audits, ensuring accurate operations, regulatory compliance across states, and data integrity across multi‑state, multi‑company payrolls.
Essential Functions and Responsibilities
Lead end‑to‑end multi‑state, multi‑company payroll processing for 350+ employees across 27 states and 11 entities, covering wage classifications, overtime, bonuses, commissions, garnishments, leave, terminations, and adjustments.
Ensure accurate tax withholdings, benefit deductions, garnishments, child support orders, and reimbursement workflows; manage jurisdiction‑specific nuances.
Reconcile payroll data for accuracy and resolve discrepancies with HR, site managers, and supervisors.
Ensure payroll runs are completed on time and in compliance with internal controls and company policies.
Process and submit international monthly payroll through HRIS for EOR populations.
Prepare and file all required payroll tax returns (federal, state, local) and respond to notices from tax authorities.
Manage year‑to‑date tax reporting, unemployment insurance, and reconciliations for the US.
Stay current with payroll tax regulations and advise on changes affecting payroll.
Lead tasks including W‑2s, quarterly 941s, 940, 1099s, and related state filings.
Prepare and distribute year‑end payroll documents; respond to employee inquiries.
Coordinate internal and external audits related to payroll and payroll tax compliance.
Maintain comprehensive documentation of payroll processes, controls, and SOPs.
Perform regular reconciliations of payroll GL accounts, benefits, withholdings, and payroll accounts.
Monitor access controls, data security, and confidentiality of payroll information.
Administer and optimize the payroll system (Rippling) for the US, including setup, tax rules, reporting, and workflows.
Collaborate with IT/HR to implement system updates, patches, and process improvements; support integrations with time and attendance systems.
Oversee funding feeds.
Develop payroll reports for management, audits, and compliance; present insights and cost‑saving opportunities.
Partner with HR/Benefits to onboard/offboard employees and manage compensation changes.
Collaborate with management on shift differentials.
Work with Finance/GL for monthly close, variance analysis, and posting.
Provide payroll guidance to department managers.
Ensure adherence to federal, state, and local laws; track wage and hour compliance, exemptions, and overtime rules across states.
Maintain up‑to‑date knowledge of payroll regulations, tax credits, unemployment regulations, and reporting requirements.
Manage employee data privacy and secure handling of payroll information.

Experience and Education
5+ years of progressive payroll processing experience required, including multi‑state and multi‑company experience; manufacturing or similarly complex setting preferred.
Strong knowledge of US payroll processes, taxes, and year‑end obligations.
Intermediate to advanced experience with Excel or Google Sheets (v‑lookups, pivots, data imports/exports).
Extensive experience with Rippling, highly preferred.
Payroll system implementation experience.
CPP (Certified Payroll Professional) or FPC (Fundamental Payroll Certification) preferred.
Ability to maintain strict confidentiality regarding compensation, benefits, and employee issues.
Demonstrated experience providing outstanding customer support.
High school diploma or equivalent required; Bachelor’s degree preferred.
