Job Summary:
Bizzell US has an opening for an on‑site Energy Management Controls Systems Manager at NASA Jet Propulsion Lab (JPL). The EMCS Manager develops and implements programs, practices, and procedures to ensure the EMCS operates optimally and meets all JPL specifications. Additionally, the EMCS Manager is responsible for maintenance and preventive maintenance of the site‑wide EMCS, including hardware, software, and security problem tickets.
Responsibilities:
Monitor and troubleshoot diagnostic issues related to Niagara AX / N4, Tridium platform, and Distech controls.
Ensure technicians perform day‑to‑day troubleshooting of system disturbances and correct EMCS‑related trouble calls and alarms.
Collaborate with Maintenance Managers and HVAC crafts to solve HVAC/Mechanical issues utilizing EMCS.
Ensure EMCS technicians analyze and upload security patches when available and required by JPL.
Run daily and weekly EMCS reports to ensure system alarm management and configurations meet JPL contract requirements.
Directly responsible for fulfilling all JPL requirements associated with Bizzell’s EMCS operational plans and procedures.
Review and sign off on EMCS project acceptance, testing, and project close‑out documents.
Ensure all EMCS preventive maintenance is completed on time and in accordance with the JPL TDD.
Assure that all EMCS upgrades/repairs are properly implemented and documented.
Ensure all console alarms are acknowledged and addressed in accordance with all JPL contract requirements.
Facilitate the weekly JPL / Bizzell EMCS meeting.
Identify and report deficiencies or anomalies within the EMCS system.
Maintain effective communications with the Bizzell team and JPL customers.
Run EMCS reports when requested and make system configurations when requested.
Complete all EMCS‑assigned RCAs and corrective actions.
Work with the M&O group to specify, provide vendor quotes, and provide information for materials and components requested.
Maintain awareness of new and emerging EMCS technologies.
Perform all other duties as assigned to meet customer‑critical missions.
Key Qualifications:
Ability to resolve complex EMCS issues that require analysis, evaluation, and interpretation.
Thorough understanding of electrical and mechanical systems.
Knowledge of maintenance practices, procedures, work methods, materials, equipment, and tools to operate and maintain the system.
Must have DISTECH 6001 or 6002 certification.
Must know computer office operations and work order applications and Microsoft Office Suite.
Strong interpersonal skills and good customer service skills. Must have the ability to multi‑task, be organized, pay attention to detail, be dependable, and be a team player.
Flexibility to work alternate schedules as necessary.
Ability to read and write in the English Language.
Valid CA driver’s license and Real ID.
Must be a US Citizen.
Education and Experience:
Hands‑on HVAC/Controls experience, including troubleshooting and repairs.
Minimum of 10 years’ experience as an engineer technician, supervisor, or manager—preferably in a BMS/BAS or EMCS environment—with at least 5 years’ experience with Niagara N4, Distech, and BACnet.
Certifications in Niagara N4, TCP, and Distech 6001 or 6002 are required.
Preferred:
Bachelor’s degree in Electrical or Mechanical Engineering or similar technology degree.
Physical Requirements:
Prolonged periods of sitting at a desk and working on a computer.
The candidate will be subjected to a Tier 1 federal background check.
