The SME Operational Test and Evaluation Engineer will support the Department of Homeland Security (DHS) Customs and Border Protection (CBP) mission by planning, conducting, and analyzing data from operational tests of homeland defense technology systems to determine operational effectiveness, suitability, and cyber resiliency.
Responsibilities
Test Strategy Development:
Develop test and evaluation strategies and support the creation of Test and Evaluation Master Plans for homeland defense technologies, ensuring adherence to DHS Acquisition Management Directive (MD 102-01) and CBP’s Operational Requirements Document (ORD) processes.
Test and Evaluation Planning:
Create test concept briefs and detailed test plans aligned with DHS Directive 026-06, participate in planning meetings, and collaborate with CBP’s Office of Acquisition to align scenarios with mission objectives.
Test Event Execution:
Oversee the operational test team on site during test execution to ensure data collection aligns with the test plan.
System Evaluation Analysis:
Collect and analyze test data to assess performance, suitability, and cyber resiliency of systems such as border surveillance, non‑intrusive inspection, and cargo scanning technologies.
Evaluation Reporting:
Maintain documentation, prepare Operational Test and Evaluation Reports (OTERs) and briefings, and recommend system improvements to CBP leadership and DHS Science and Technology Directorate (S&T).
Stakeholder Collaboration:
Work with CBP officers, engineers, program managers, and DHS components; engage with external partners to align testing with broader homeland security objectives.
Required Qualifications
U.S. Citizen eligible for DHS Suitability/CBP Background Investigation.
Bachelor’s Degree in Systems Engineering, Electrical Engineering, Computer Science, or a related field.
12+ years of relevant experience in test design, data analysis, and statistical methods for evaluating complex systems.
Hands‑on experience with homeland defense technology systems such as border surveillance or trade compliance systems.
Strong analytical skills and excellent written and verbal communication for actionable recommendations.
Able to work fully on‑site and travel as required.
Desired Qualifications
Active CBP Background Investigation or Active Top Secret clearance.
In‑depth knowledge of DHS policies including MD 102-01, DHS Directive 026-06, and the SELC framework.
Proficiency in modeling and simulation tools, digital engineering, or data management platforms.
Experience with data analytics tools for large datasets from border security operations.
Leadership experience in teams, working groups, or cross‑agency technical initiatives.
Knowledge of interagency coordination with DoD, DOJ, or other homeland security entities.
