Overview SR. VoIP COMMUNICATIONS ENGINEER (PACMED): Bowhead seeks a Sr. VoIP Communications Engineer to assist in designing, deploying, and securing advanced unified communications solutions built on a ZuluCall/Comms platform for military medical treatment facilities in the pacific Region. This role will support DHA, and federal health-care environments operating modern SIP-based voice, messaging, and video communications. The ideal candidate has deep SIP/VoIP experience across multi-vendor platforms, strong signaling and troubleshooting expertise, and the ability to support secure deployments in DoD and health-care networks.

Responsibilities VoIP / Unified Communications Engineering

Design and deploy ZuluCall/Comms UCaaS environments across cloud, IL5-ready datacenters, and on-premises microservice clusters.

Configure SIP trunks, SBCs, dial plans, IVRs, queues, call recording, voicemail services, and conferencing features.

Provision and manage SIP endpoints, including Cisco SIP phones, Poly/Polycom, and Yealink.

Implement call flows, auto-attendants, queueing, callback, and ACD routing logic.

E911 / Location Services

Configure RedSky/Intrado E911, PIDF-LO, LLDP-MED, and nomadic user location services.

Validate routing paths and ensure compliance with RAY BAUM’S Act and Kari’s Law.

VoIP Security & Compliance

Implement secure signaling/media (TLS/SRTP), SIP authentication, and secure provisioning.

Support SCAP/DISA STIG checks for VoIP-related workloads and UC infrastructure.

Coordinate with cybersecurity teams on RMF and ATO technical requirements for voice systems.

Networking & Infrastructure

Work with site network teams to establish VLANs, DHCP, DNS, QoS, PoE, and firewall rules.

Assist with WAN redundancy, LTE/Starlink failover, and SD-WAN integrations.

Diagnose SIP/RTP quality issues: jitter, latency, MOS, packet loss, codec negotiation.

Troubleshooting & Support

Lead advanced troubleshooting of SIP signaling, RTP media path, SBC policies, and endpoint registration.

Provide Tier III support for VoIP, analog gateways, ATAs, SBCs, and softphone applications.

Collaborate with government technical teams during pilots, testing cycles, and operational validation.

Qualifications

7+ years designing, deploying, and supporting VoIP/SIP systems.

Strong command of SIP, RTP, SDP, TLS/SRTP and debugging tools (sngrep, Homer, Wireshark).

Deep hands-on experience with FreeSWITCH, Kamailio, or OpenSIPS.

Experience with UCaaS or carrier‑grade SIP platforms (NetSapiens preferred).

Experience with SBCs such as Ribbon, AudioCodes, TelcoBridges, Oracle, or Sangoma.

Strong understanding of E911, ELIN/ERL, RedSky/Intrado, and location services.

Proficiency designing dial plans, IVR flows, queue logic, and call routing policies.

Strong documentation and customer‑facing communication skills.

Preferred Experience

Experience working with ShoreTel, Cisco CUCM, or similar enterprise telephony platforms.

Experience in DoD/DHA environments.

Understanding of DISA STIGs, SCAP, RMF, or FedRAMP.

Linux experience (Ubuntu, Debian, RHEL).

Familiarity with microservice deployments (Docker/Podman/Kubernetes).

Excellent verbal and written communication.

Physical Demands

Must be able to lift up to 20 pounds.

Must be able to stand and walk for prolonged amounts of time.

Must be able to twist, bend and squat periodically.

SECURITY CLEARANCE REQUIREMENTS Must be able to obtain a security clearance at the Public Trust level. US Citizenship is a requirement.
