The Joint, Office of the Secretary of Defense, Interagency Division (JOID) provides expert support services to customers across the Department of Defense, Federal Civilians, and international markets. The Industry and Security Analysis Group (ISAG) within JOID supports the US industrial base across multiple agencies, informing policy decisions and monitoring implementation.

We have an immediate need for a Team Telecom Analyst to provide onsite support at the Mark Center in Alexandria, VA, with visits to the Pentagon.

Responsibilities The National Security Analyst (Telecommunications) will support the Assistant Secretary of Defense (ASD) for Industrial Base Policy on the Committee on Foreign Investment in the United States (CFIUS) Telecommunications Services Sector (Team Telecom). Responsibilities include:

Reviewing Team Telecom applications, including FCC license documentation (satellites, subsea cables, international networks), corporate ownership, cybersecurity policies, and USG contracting information.

Conducting due diligence and fact-finding research with DoD stakeholders to assess risks from foreign participation and implications for DoD security interests, communications, network resiliency, supply chain, personal data, and cybersecurity.

Analyzing open-source and classified information on telecom security to formulate actionable policy recommendations for DoD leadership.

Authoring analysis papers on foreign participation risks and advising the interagency Committee on recommendations.

Producing case summaries, talking points, and action memos for DoD leadership.

Supporting evolving telecommunications and technology security policy developments as required.

Qualifications Required

Bachelor's degree with a focus in National Security, Cybersecurity, or International Relations.

5+ years of relevant risk analysis experience or 10+ years supporting national security issues.

Familiarity with Team Telecom, CFIUS, export controls, sanctions, or related USG processes.

Proven research skills to support technical, legal, and financial questions.

Excellent verbal and written communication skills.

Ability to travel domestically and possibly internationally.

Active TS/SCI clearance.Ability to work fully onsite based on client needs.

Desired

Master's degree in Computer Science, Computer Engineering, Information Technology, or Cybersecurity.

Experience in the telecommunications industry (operations, services, satellites, subsea cables, international networks).

Experience or certifications in cybersecurity.

Previous OSD or major staff experience.
