Position: Database Architect 3 Location: Austin, TX (Mon & Wed & Thurs – Onsite) Duration: 8 Months Job Description: Texas Health and Human Services Commission requires the services of 1 Database Architect 3, hereafter referred to as Candidate(s), who meets the general qualifications of Database Architect 3, Data/Database Administration and the specifications outlined in this document for the Texas Health and Human Services Commission.
All work products resulting from the project shall be considered “works made for hire” and are the property of the Texas Health and Human Services Commission and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).
Designs and builds relational databases. Develops strategies for data acquisitions, archive recovery, and implementation of a database. Cleans and maintains the database by removing and deleting old data. Must be able to design, develop and manipulate database management systems, data warehouses and multidimensional databases. Requires a depth and breadth of database knowledge that shall help with formal design of relational databases and provides insight into strategic data manipulation. Responsible for making sure an organization’s strategic goals are optimized through the use of enterprise data standards. This frequently involves creating and maintaining a centralized registry of metadata. Has working knowledge of EIR Accessibility standards and assistive technologies. Ensures that all user interfaces for database administration and inputting, viewing, outputting data (via reports) are compliant with accessibility standards.
The Senior Data Architect & Analytics Lead will play a pivotal role in advancing the data infrastructure and analytics initiatives for the HHSC CDA team. This position is designed for a seasoned professional with in-depth expertise in data design and advanced analytics. Responsibilities include designing and implementing robust data structures to support analytics projects, developing comprehensive database and table designs for optimized data storage and retrieval, and utilizing advanced analytics tools and techniques to extract insights that facilitate decision‑making. The successful candidate will collaborate with cross‑functional teams to ensure alignment of data strategies with organizational goals and provide thought leadership on data modeling and analytics best practices. The ideal applicant will have proven experience as a Data Architect or similar role, with a strong understanding of data modeling, database design, and data governance principles, alongside familiarity with analytics tools and frameworks. III. TERMS OF SERVICE Services are expected to start 01/15/2026 and are expected to complete by 08/31/2026. Total estimated hours per Candidate shall not exceed 1288 hours. This service may be amended, renewed, and/or extended provided both parties agree to do so in writing.
IV. WORK HOURS AND LOCATION Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.
The primary work location(s) will be at 701 W 51st Austin, Texas 78751. The working position is Hybrid – On Site and Telework. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate’s and/or Vendor’s expense. Texas Health and Human Services Commission will provide pre‑approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre‑approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.
The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre‑approved through Texas Health and Human Services Commission.
