Job Summary The Program Manager will provide supervision, program oversight, and performance management of Street Samaritans’ homeless street outreach programming. They will ensure high program quality, monitor data and outcomes, maintain strong relationships with funders, and foster collaboration with internal and external partners.

This position reports to the Director of Operations and works closely with the leadership team and fellow Program Managers. The Program Manager also represents Street Samaritans in key system-level meetings and initiatives. This role will serve as the main liaison between Street Samaritans and the funder: Department of Family and Support Services (DFSS) and All Chicago.

Key Responsibilities

Develop and manage the outreach team schedule, ensuring consistent outreach coverage across the city and in times of extreme weather.

Provide weekly staff supervision and support for Community Outreach Specialists.

Oversee data management and timely entry of client records and outcomes into HMIS and internal trackers.

Monitor the timeliness and quality of all data and documentation to ensure accuracy and completeness.

Manage outreach location strategy to ensure effective citywide coverage.

Ensure completion and submission of outreach logs to DFSS on a timely basis, as well as program monitoring and evaluation.

Represent Street Samaritans at all partner meetings.

Ensure outreach staff receive ongoing training on HMIS, CES, housing pathways, trauma-informed care, and harm reduction.

Oversight of data entry, reporting, and outcome dashboard.

Oversight of case filing system.

Assist with hiring efforts including phone screenings and field interviews.

Annual participation in the Point in Time Count.

Schedule

Full-time

Hybrid schedule:

In-office: 2 days/week minimum (specific days set with supervisor).

Field-based supervision: Regular field presence to support all program teams.

Occasional evening and weekend work required (with advance notice).

Qualifications

3–5 years of relevant experience in homeless services, street outreach, harm reduction, or housing navigation.

1–2 years of supervisory or team leadership experience required.

Strong understanding of Housing First, harm reduction, and trauma-informed care.

Familiarity with Chicago’s Continuum of Care (CoC), Coordinated Entry System (CES), and HMIS strongly preferred.

Experience managing multiple programs or teams simultaneously is preferred.

Demonstrated success in achieving program outcomes and maintaining data quality.

Ability to balance strategic oversight with hands‑on program support.

Strong organizational, time management, and problem‑solving skills.

Excellent interpersonal and collaboration skills.

Proficient in Google Workspace and data systems, and excellent computer literacy skills; experience with HMIS is a plus.

Ability to travel throughout Chicago via personal vehicle or public transit.
