Find your next opportunity today!**Description of Work**This position is being posted under the Office of State Human Resources (OSHR) on behalf of the Environmental Management Commission (EMC).

This position serves as the Executive Director (Deputy Secretary/Commissioner III) of the North Carolina Environmental Management Commission (EMC) staff. The Executive Director serves as the principal executive management officer, reporting to EMC Chairperson, ensuring the EMC’s statutory responsibilities are carried out effectively and in compliance with federal and state environmental laws.

This senior leadership position supports the Chairperson and the full EMC in rulemaking, permitting, policy development, and long-range planning, and requires comprehensive knowledge of federal, state, and local environmental laws and regulations.

Key Responsibilities:

• Lead the coordination between the EMC and its strategic partners.

• Research new ways to develop, promote, and implement rules, policies, and regulatory approaches for the protection, preservation, and enhancement of the state's environmental resources.

• Attend all meetings of the full EMC and its various committees to maintain and understand the EMC’s deliberations, decisions, and actions.

• Review and comment on reports, proposed draft rules, regulatory and fiscal impact analysis.

• Manage and support staff.

• Coordinate with the business office, ensuring expenditures are within budget allocation.**Knowledge Skills and Abilities/Management Preferences****Recruitment Range: $109,171 - $211,518*****Important: This posting closes at 11:59:59 PM the night BEFORE the End Date above.*****Knowledge, Skills and Abilities/Management Preferences:*** Demonstrated experience managing multiple environmental projects.* Demonstrated experience in interpreting state and federal environmental legislation.* Demonstrated experience establishing environmental state policy guidance.* Valid Driver’s License required* Experience working or interacting with the US Environmental Protection Agency or other federal regulatory agencies.* Experience working or interacting with local or municipal governments.* Experience working with entities subject to environmental regulations.* Experience working or interacting with the North Carolina Department of Environmental Quality.* Degree or formal training in environmental science or environmental engineering.**The Environmental Management Commission:**The Environmental Management Commission is a 15-member commission appointed by the Governor, the Senate Pro Tempore, the Speaker of the House and Commissioner of Agriculture. The Commission is responsible for adopting rules for the protection, preservation, and enhancement of the state's air and water resources.
