The Maryland Department of the Environment (MDE) is seeking a strategic and results-oriented executive to serve as the

Director of Budget and Finance . This high-level Management Service position is responsible for ensuring the financial integrity of the agency’s administrative operations.

Reporting directly to the Director of Business Administration, the Director serves as the principal fiscal advisor for the Department. The role oversees approximately 35 professionals across four critical units: Budget, Finance, Procurement, and Grants.

This is a pivotal leadership position charged with strengthening management accountability, safeguarding financial resources, and supporting MDE’s mission through sound fiscal stewardship.

Note: This position oversees administrative fiscal services and does not oversee the Water Infrastructure Financing Administration (WIFA).

KEY RESPONSIBILITIES

Executive Financial Reporting:

Lead the preparation of monthly, quarterly, and annual financial statements and ensure timely distribution to Administration Directors and the Deputy Secretary.

Budget Strategy:

Oversee the development and execution of the agency’s operating and capital budgets, including performance reports, fiscal notes, legislative testimony, and required budget submissions.

Fiscal Operations Leadership:

Direct Finance Unit operations, ensuring compliance with Generally Accepted Accounting Principles (GAAP) across payroll, accounting, and working fund management.

Grant and Procurement Oversight:

Provide strategic direction for grants management, federal financial reporting, and procurement activities to ensure compliance and maximize funding opportunities.

Audit and Compliance:

Serve as the primary liaison for legislative audits and lead the development and implementation of corrective action plans and internal controls.

MINIMUM QUALIFICATIONS

Education:

Bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, or a related field.

Experience:

Six (6) years of professional experience in budget development, accounting, financial management, or financial auditing.

Supervisory Experience:

Four (4) years of experience supervising or managing professional fiscal staff.

PREFERRED QUALIFICATIONS

CPA certification or a Master’s degree in Business or Finance.

Expert knowledge of financial systems management and financial reporting tools (public or private sector).

Demonstrated experience preparing and presenting executive-level financial reports.

Proven success managing audits and implementing strong internal controls.

Experience in grants administration, including federal financial reporting and drawdowns.
