Job Description The Director, State Government Affairs is a strategic leader and central partner to AbbVie’s Government Affairs team, responsible for developing and executing comprehensive lobbying and advocacy strategies that actively shape state legislative and regulatory environments in support of AbbVie’s business and policy objectives.
Region Mid‑Atlantic Region: Delaware, Maryland, Kentucky, North and South Carolina, Tennessee, Virginia, and West Virginia.
Responsibilities
Cultivate and maintain strong relationships with state policymakers and regulators, including Governors, Lieutenant Governors, Attorneys General, and members of the state legislature in the region, and with external stakeholders to advance AbbVie’s state policy goals.
Set the lobbying and advocacy strategy to shape state legislative and regulatory activity, including direct engagement with policymakers, regulators, third‑party groups, and coalitions; assess the state political and public policy environment; make recommendations; and manage internal expectations regarding legislative and regulatory impacts.
Collaborate with the U.S. Strategic Alliances Director to provide state legislative and political expertise, supporting the development and execution of comprehensive policy advocacy strategies in partnership with state and local stakeholders.
Act as a strategic business partner with cross‑functional internal stakeholders (Federal Government Affairs, U.S. Policy & Analytics, Commercial, Legal, Market Access, Corporate Affairs, and regional managers) to leverage state advocacy strategies and develop tailored legislative, regulatory, policy, and political solutions.
Represent AbbVie at state legislative and political events, including leading state trade association task forces and coalitions; develop engagement plans for key national groups affecting state policy and political initiatives.
Hire and manage outside consultants within the region, ensuring objective setting, mission definition, and execution of state legislative strategies.
Develop and oversee the regional state government affairs budget to allocate resources strategically for state activities and initiatives.
Ensure rigorous lobbying and political giving compliance for all legally required registrations for the corporation, staff, and outside counsel within the region.
Qualifications
Bachelor’s degree in health care administration, political science, public administration, or related policy fields; advanced degree preferred.
Eight to ten years of experience in lobbying, public administration, legislative staff work, or political party activity; experience in the health care industry or highly regulated industry preferred.
Strong executive presence and ability to influence high‑profile stakeholders, navigate political landscapes, and master complex policy and legislative issues.
Demonstrated ability to develop and implement comprehensive government affairs strategies including lobbying, association engagement, media, and third‑party advocacy.
Strong analytical, critical thinking, communication, and organizational skills; proven track record of working under deadlines and collaborating in fluid environments.
Comprehensive knowledge of Microsoft Office applications; expertise in developing PowerPoint presentations for internal audiences.
Domestic travel (50%) required.

External: State officials (governors, legislators, staff) and third‑party groups.
