CAPEX Project Procurement Lead (Contractor) Role Summary is seeking an experienced and dedicated

CAPEX Project Procurement Lead

contractor to provide comprehensive, end-to-end procurement support for high-value Capital Expenditure (CAPEX) projects at our site, ensuring strict compliance with global policies and maximizing value. This role requires a specialist who can strategically manage the full procurement lifecycle, from initial planning and sourcing strategy development through contract negotiation, execution, and project close-out.

Key Responsibilities I. Strategic Planning and Alignment

Project Integration:

Serve as the dedicated Procurement Lead, integrating seamlessly with the Global and Site Procurement teams, Project Managers, and Engineering functions to understand project scope, goals, and critical timelines.

Policy Compliance:

Ensure mandatory application of Capital Procurement Process, Procurement Policy, and Contracting Policy, including the correct use of funding requests and procurement planning.

Sourcing Strategy:

Work in full compliance with global category strategies, contributing materially to the fulfillment of key performance indicators (KPIs) such as Savings, Competitive Sourcing, and E-auctions.

System Mastery:

Become proficient in procurement and documentation systems, including

Axxerion, Coupa , and related invoice/payment management platforms.

II. Sourcing and Execution Management

Sourcing Events:

Lead the preparation and execution of complex sourcing events (RFPs) for critical equipment and services, ensuring all necessary documentation (specifications, price sheets, draft MSAs) is ready for launch.

Ariba E-Sourcing:

Manage sourcing events within the Ariba E-Sourcing system for all purchases exceeding the $100,000 threshold.

Supplier & Risk Management:

Check the contract database for existing Master Service Agreements (MSAs), prepare and ensure the signing of Confidentiality Disclosure Agreements (CDAs), and finalize verified long lists of eligible suppliers.

Justification:

Prepare and secure necessary sign-offs for Single Source Justification forms, strictly adhering to the Procurement Policy.

III. Purchasing and Negotiation

Tendering:

Develop complete bidding documentation, including Instructions to Bidders and evaluation matrices, aligned across technical, commercial, and legal needs.

Evaluation Leadership:

Execute and lead the competitive selection process, including bid collection, technical/commercial evaluation, and completing the evaluation matrix with clear scores and justifications.

Negotiation & Award:

Establish and align negotiation strategies with the Procurement Team and Project Stakeholders. Lead negotiations with suppliers and subject matter experts to achieve a clear, final recommendation for contract awarding.

Contracting:

Manage the full contracting process, ensuring contracts are ready to sign, coordinating final signatures, and managing the Purchase Request (PR) to Purchase Order (PO) approval status.

IV. Project & Contract Close-Out

Reporting:

Summarize and accurately report realized savings to the Procurement Team.

Finalization:

Manage final payments, conduct final performance reviews, capture lessons learned, and launch close-out letters to suppliers.

Handover:

Ensure the seamless transfer of equipment, contracts, and guarantees to the operations teams, and confirm documentation is officially acknowledged in writing.

Reporting:

Provide weekly and monthly written progress reports to the Project Manager and Project Sponsors.

Qualifications and Experience

Proven experience leading

CAPEX (Capital Expenditure) procurement

for large-scale investment projects, preferably within the Pharmaceutical, Biotech, or related regulated industrial sectors.

Deep expertise in the end-to-end competitive bidding and contracting process (RFP, bid evaluation, negotiation, contract signing).

Demonstrated proficiency with enterprise procurement and contracting systems, such as

Ariba Sourcing/E-Sourcing

and

Coupa .

Strong financial acumen with a proven ability to realize and report measurable savings and cost avoidance.

Excellent collaboration, communication, and stakeholder management skills, capable of influencing cross-functional teams (Engineering, Finance, Legal).

Ability to quickly assimilate and apply complex company-specific policies (Procurement, Contracting, Capital Process).
