Program Director (URM)

Position Summary The Program Director provides operational and program leadership for Crittenton’s Unaccompanied Minor (URM) program, a licensed residential facility governed by Title 22, Title 45, ORR Policy, and Community Care Licensing (CCL). Reporting to the Vice President of Residential Services, the role oversees unit supervisors and daily program operations to ensure regulatory compliance, safety, and trauma‑informed care for URM children. The Program Director leads residential operations to ensure seamless integration of treatment, case planning, and residential programming.
Pay Range $71,822.40 – $102,606.40
Requirements
Master’s degree in psychology, social work, counseling, marriage and family therapy, or a related behavioral health discipline from an accredited program or university; or
Bachelor’s degree plus 5 years of experience in child welfare administration or child protective services.
In addition to either of the criteria above, the candidate must possess: 2 years of experience in program management or 2 years as director of a licensed childcare program.
The Program Director must possess the administrator’s license for the care provider’s facility if required by state licensing.
Supervisory experience and licensed to provide clinical services in California (LCSW, LMFT, LPCC, or PsyD) preferred.
Demonstrated expert knowledge of ORR/URM, HHS, Title 45, and Title 22 licensing standards.
Experience managing staffing, operations, and safety within licensed residential or federally funded programs.
Bilingual (English/Spanish) strongly preferred.
Clearances & Requirements
Must successfully clear DOJ and FBI fingerprint checks.
Must be cleared by ORR.
Must be at least 21 years of age.
Valid California driver’s license and current auto insurance.
Must provide proof of immunity to vaccine‑preventable diseases (e.g., Varicella, MMR, Tdap, TB, Influenza).
Completion of all required ORR trainings, including Employee Misconduct Acknowledgment, Code of Conduct, and Sexual Abuse and Harassment Prevention.
Essential Duties
Provide overall leadership and direction for daily shelter operations to ensure continuous compliance with ORR/URM, HHS, and Title 22 requirements.
Supervise Unit Supervisors ensuring consistent staffing ratios, adherence to agency policy, and delivery of trauma‑informed care.
Partner with external clinical teams to align treatment, case management, and residential programming into one cohesive, youth‑centered model of care.
Lead organizational change management efforts within the group home, guiding staff through policy updates, system improvements, and new ORR/URM/CCL directives with clear communication and accountability.
Guide teams through transitions and implement new policies, systems, and ORR/URM regulations effectively.
Develop and implement programming that aligns with Crittenton’s Behavior Management Plan, ensuring consistent, positive behavioral supports and trauma‑informed interventions across all residential units.
Maintain a structured, therapeutic environment that promotes stability, safety, and healthy development for all unaccompanied refugee minors (URM).
Review and approve all incident reports per Title 22 standards, ensuring accuracy, timeliness, and proper corrective action follow‑up.
Ensure the shelter remains audit‑ready for ORR/URM/CCL monitoring visits, licensing inspections, and internal audits.
Participate in the 24‑hour on‑call rotation to provide administrative and crisis‑response support.
Lead staff through continuous quality‑improvement (CQI) and performance initiatives using data and key performance indicators (KPIs) to evaluate safety, compliance, and service outcomes.
Support budget development and fiscal oversight to ensure program sustainability and alignment with contractual requirements.
Conduct safety reviews, facility inspections, and emergency‑preparedness drills to maintain a safe and compliant campus environment.
Provide mentorship and coaching to supervisory staff, promoting professionalism, accountability, and team cohesion.
Foster a collaborative culture that models trauma‑informed leadership, open communication, and respect.
Partner with the Vice President of Residential Services on strategic planning, program improvements, and integration of new initiatives.
Perform other duties as assigned.
