Position Overview Rincon Family Services, founded in 1972 on the West Side of Chicago, is a leading provider of culturally competent services focusing on counseling, crisis intervention, substance use prevention, violence prevention, education, case management, and community and family services.

Position Description – What The Role Entails The Director of Mental Health is responsible for the overall administrative, operational, clinical, and strategic coordination of all mental health services to ensure individualized, competent, evidence-based care and long-term program sustainability.

Key responsibilities include

Administrative oversight of all mental health personnel, including billing analysis, insurance utilization, client trends, scheduling, and service flow.

Collaboration with Human Resources, Quality Assurance, and Finance to ensure alignment, compliance, and operational effectiveness.

Financial management in partnership with the Finance Department, including budgeting, fiscal oversight, and program performance.

Preparation and presentation of reports as required, ensuring responsible resource management.

Ensuring all services—office based, community based, school based, and 24/7 mobile crisis response—are delivered in a caring, respectful, culturally responsive manner.

Supervision of Clinical Managers and supervisors to maintain accurate, complete, and confidential participant records and evidence‑based, collaborative care.

Building and maintaining external relationships to strengthen community partnerships and expand program reach.

Implementing and executing departmental strategy as established by the Office of the President & CEO in coordination with the Chief Behavioral Health Officer.

Areas Of Accountability – What You Will Be Doing Program Administration & Leadership

Administer the Mental Health Program to ensure services are delivered appropriately, competently, and respectfully, utilizing evidence‑based care models.

Ensure compliance with all policies, procedures, regulations, and licensing requirements.

Meet monthly departmental KPIs and performance benchmarks.

Monitor and review program dashboards, reports, and utilization trends.

Lead program growth and expansion efforts aligned with organizational priorities.

Clinical Oversight & Quality Assurance

Supervise department leaders to maintain clinical integrity and programming standards.

Collaborate with Clinical leaders and external resources to ensure staff receive proper training and support.

Ensure Clinical Managers oversee comprehensive Individualized, Integrated Assessments and Treatment Plans (IATPs) and document any deviations.

Oversee Continuous Quality Improvement (CQI) and Quality Assurance (QA) efforts with the QA Department.

Act as lead for all funding, accreditation, and licensing compliance site visits.

Financial & Operational Collaboration

Work closely with the CBHO and Finance Department on budgeting, billing analysis, and financial sustainability.

Use data and trends to inform staffing, service delivery, and operational decisions.

Build and maintain relationships with community partners, referral sources, and stakeholders.

Educate external partners and the community on mental health services and programs.

Attend meetings, conferences, and trainings as required.

Other Responsibilities

Perform other duties as assigned in support of departmental and organizational priorities.

Work Environment – What To Expect This role involves periods of sitting for meetings and administrative tasks, occasional standing and walking during site visits, staff engagement, or community events, and light lifting (up to 10 lbs). Occasional driving may be required.

Schedule

Monday to Friday with some evening/weekends required.

Language

Requirements – What you bring to the role

Medicaid, HIPAA, CARF, OIG, and all other accreditation and licensure requirements.

Basic knowledge of Medicaid and private insurance billing procedures.

Experience in clinical assessments and metric‑based care.

Proficiency in evidence‑based, trauma‑informed mental health interventions, including crisis care.

Staff and program management and evaluation experience.

In‑depth knowledge of relevant legislation, policies and practices.

Strong analytical and problem‑solving skills.

Effective verbal and listening communication skills.

Strong interpersonal and conflict resolution skills.

Cultural awareness and sensitivity.

Sound work ethics, consistency, fairness, compassion, flexibility, and adaptability.

Ability to work independently with little supervision and effectively as a member of a team.

Position Qualifications – What is required to perform the role

Minimum of an MSW or equivalent Master’s degree; certificate in not‑for‑profit social services management preferred.

5 + years of mental health services or healthcare management experience.

Knowledge of clinical intake, assessment, evidence‑based treatment, and excellent customer service and communication skills.

Strong data entry and general computer skills.

Completion of mandatory trainings required by funders, vendors, and/or government contracts, with a desire to continue professional development.

Pass pre‑employment drug screening, background check including fingerprinting, and clearance by OHS Background Check Unit.
