Project Controls Program Manager – USA Data Center Program

Arcadis is expanding its US Data Center Program and is seeking an experienced
Project Controls Program Manager
to lead the program, ensuring successful delivery and alignment with client expectations while supporting Arcadis’ global operational and strategic goals. Responsibilities
Full accountability for the successful delivery of the data center controls program in the United States. Provide leadership, strategic direction, and decision‑making across the portfolio, ensuring program alignment with client objectives and Arcadis’ operational and strategic goals. Lead quality controls, project management, operations model, client engagement, and team performance; deliver executive‑level reports including performance updates, risk identification, mitigation, and growth opportunities; also act as Working/Operations Foreman when needed. Ensure effective quality management and implement continuous improvement practices across the program to drive innovation and best‑practice adoption. Set up and manage contracting processes, including resource tracking, expense reclaim, invoicing, and other contractual obligations. Collaborate with the Account Leadership team to capture growth opportunities within the client’s data center construction program. Support commercial and operational leadership matters: fee creation and management, contract management, revenue forecasts. Promote employee development; track and manage workforce planning, mobilization, and deployment. Maintain a strong presence at all data center sites, with up to 75% domestic travel. Qualifications
12+ years of experience leading project control programs for major data center construction or larger construction programs (>$750 M) under a lump‑sum contract model. Subject‑matter expertise in own discipline with proactive problem‑solving skills. Experience managing senior business relationships with external and internal teams; ability to build positive relationships that foster professional and quality growth. Understanding of agile project management and time‑driven delivery. Strong change‑management and business partnership skills. Excellent communication skills. Bachelor’s degree or equivalent; membership in a relevant professional body (e.g., PMP, PgMP, APM) preferred. Equal Opportunity & Benefits
