General Statement of Duties To perform professional engineering work involving the design, investigation and construction of engineering projects including streets, bridges, mechanical systems, utility plants, buildings and other projects, varying with assigned area of responsibility; and to provide complex professional assistance to an assigned Engineering Supervisor or other management personnel.

Specific Statement of Duties

This position will be the primary contact between the City and Contractor on DOTE construction projects. This position will ensure the contract is administered to the fullest extent and is completed according to the plans and specifications and required quality standards, within the allowable time and budget authorized for the work.

Prepare engineering designs, specifications, quantities and cost estimates for assigned projects; perform necessary mathematical calculations; produce drawings using manual and CAD methods; prepare property plats and other documents as appropriate; review plans and calculations done by other engineers.

Prepare preliminary plans as assigned; present preliminary plans and schedules for consideration; revise preliminary plans and schedules as appropriate.

As assigned, manage active construction projects to ensure compliance with plans, specifications, quality standards and regulations; coordinate projects with other agencies and City departments; coordinate projects with outside firms and consultants; participate in all phases of consultant selection; control project funding.

Exercise professional engineering judgment in accordance with current accepted engineering practices and appropriate laws and codes.

Prepare reports on projects as assigned; prepare related correspondence and documents as assigned; make presentations about projects as assigned.

As assigned, train subordinate technical personnel in performance of job duties; assign and review the work of subordinate personnel; prepare annual performance reviews or subordinate employees; fill in for engineering supervisor as required.

Manage special programs as assigned (e.g., Sidewalk Safety Program); investigate concerns and complaints related to assigned area of responsibility; recommend appropriate corrective actions.

As assigned, develop database applications and engineering applications on computers for work groups.

Make inspections of structures in the field; direct maintenance of assigned structures; inspect other factors related to field conditions; conduct field research as necessary.

Attend meetings as assigned; meet with property owners and City real estate personnel as needed.

Perform other engineering functions related to assigned area of responsibility.

Serve on committees or task forces as assigned.

Act as a supervisor in his/her absence.

Minimum Qualifications (KSAs) Knowledge Of:

Principles and practices of engineering, especially as related to assigned area of responsibility (structural, mechanical, electrical, civil, geotechnical, etc); reinforced concrete design.

Geology, including local geology, investigative practices and stabilization methods.

Code of Ethics for Professional Engineers.

Pertinent federal, state and local codes, laws, regulations and standards.

Principles of management and supervision; City personnel policies and procedures; union contracts.

Principles and practices of obtaining and administering funding for assigned projects.

Materials, tools and equipment used in engineering; applicable computer software packages.

Administrative policies and procedures of the City and the assigned department.

Ability To:

Interpret engineering plans and calculations.

Review and prepare reports, construction plans, cost estimates and specifications for assigned projects.

Review plans for roadways, utilities, earthworks and residential and industrial developments.

Enforce appropriate safety and quality standards.

Interpret field data and results from laboratory tests.

Use appropriate computer programs for engineering analysis, data acquisition and database functions.

Develop and maintain databases and maps for information on retaining walls and geography.

Communicate clearly and concisely, both orally and in writing.

Plan and manage the activities of subordinate workers; manage construction projects.

Required Education & Experience Senior Engineer Qualifications Salary: $90,024.86 – $120,985.88. Each applicant must be a registered professional engineer in the State of Ohio, or in a state with equivalent registration requirements. If not registered in Ohio when appointed, Ohio registration must be obtained during the probationary period.

Engineer Qualifications Salary: $70,370.40 – $94,571.93. Each applicant must be enrolled as a Senior in a Bachelor's Degree program in engineering at an accredited college or university, or possess a Bachelor's Degree in engineering from an accredited college or university. OR possess an Engineer-in-Training Certificate from any state.

Other Requirements

Possession of registration with the State of Ohio as a Professional Engineer.

Possession of a valid Driver's License.

For Engineer classification: Possession, or ability to obtain, Bachelor's Degree in engineering from an accredited college or university at the time of hire.

Background Investigation A criminal background investigation will be conducted for this position according to Civil Service Commission Rule 15 – Sensitive Classifications/Positions and the Critical Infrastructure Protection Act of 2001 and the Patriot Act.
