Dynamis is seeking a HR Staffing Specialist to provide comprehensive federal hiring support including job analysis, assessment development, recruitment, qualifications adjudication, and issuance of DE certificates. Personnel in this role manage end-to-end staffing actions for competitive hiring in accordance with OPM and DHS/USSS policies.

Responsibilities

Conduct full lifecycle hiring actions under DE authority.

Develop job analyses, assessments, and vacancy announcements.

Review applicant qualifications and issue DE certificates.

Advise USSS hiring managers on staffing strategy and regulations.

Ensure all hiring actions meet merit system principles and federal hiring laws.

Provide operational support across staffing, recruitment, and personnel processing.

Manage eOPF (Electronic Official Personnel Folder) functions.

Develop vacancy announcements, perform qualification determinations, and process job offers.

Support onboarding activities including collection of documents, coordination of security clearances, and entry of personnel actions.

Maintain and update eOPF records in compliance with OPM and agency policy.

Process payroll‑related personnel actions ensuring timeliness and accuracy of pay and benefits.

Respond to employee inquiries regarding staffing status, personnel records, and payroll transactions.

Coordinate with HR Specialists and managers to resolve discrepancies in processing and ensure compliance with regulations.

Prepare reports, trackers, and audit‑ready documentation to support staffing and payroll operations.

Provide guidance to employees on accessing personnel records, updating forms, and resolving common HR issues.

Assist with payroll functions.

Handle end‑to‑end recruitment tasks with versatility.

Perform technical personnel processing duties to ensure accuracy and compliance.

Ensure timeliness in all HR actions.

Support smooth HR operations.

Contribute to employee lifecycle functions.

Requirements

Delegate Examining (DE) Certification with 7+ years of experience working as an HR Staffing Specialist.

Ability to successfully complete a DHS Public Trust background check.

Preferred

Proficiency in USA Staffing, NFC, HR Navigator, and eOPF.

Knowledge of payroll codes, leave and pay policies, and personnel action processing.

Strong attention to detail and organizational skills.

Excellent customer service and communication skills.
