Job Summary The Senior VP, Chief Population Health Officer (CPHO) will report directly to the Chief Executive Officer of Saint Francis Health System (SFHS) and serve as the leader for SFHS's population health and accountable care operations. The CPHO will be a member of the Health System's leadership team and will work closely with and across the multiple entities that make up SFHS. Responsibilities include developing and leading the value-based strategy for SFHS and driving clinical practice changes in support of population health programs to promote high quality, cost‑effective care for patients. The CPHO will serve as the lead liaison for population health efforts with external health plan partners, providers, and regulatory organizations.
Minimum Education Master's degree in business, healthcare administration or a related field.
Licensure, Registration and/or Certification None required.
Work Experience Minimum 10 years in progressive leadership roles. Experience in project development and implementation, care management and/or contracting operations in a healthcare setting, preferably in a tertiary level hospital.
Knowledge, Skills, and Abilities Working knowledge of Microsoft Word, Excel, Access, and other relevant software. Knowledge and understanding of healthcare billing operations and medical claims data. Strong understanding of Joint Commission, state, and federal guidelines and regulations. Excellent written and verbal communication skills, effective public speaking, and problem‑solving abilities. Dynamic leadership, team‑building, emotional intelligence, and resilience in high‑pressure environments. Highly analytical with capability to develop complex business models and integrate data analysis.
Essential Functions and Responsibilities
Develop clinical cost performance expectations for the health system.
Lead the design and implementation of the care management infrastructure and processes for SFHS (e.g., transitions of care, post‑acute patient management, palliative care).
Design analytic capabilities to manage a full risk population of patients.
Provide support and consultation for care redesign efforts to reduce unnecessary utilization.
Create a data‑driven environment for quality and cost improvement, develop systems to review resource utilization and measure outcomes.
Lead educational sessions on clinical resource management, documentation standards, and utilization and quality issues in collaboration with the Board and leadership team.
Partner with Warren Clinic leadership to assemble an “Accountable Care” physician advisory panel.
Partner with Community Care of Oklahoma to develop member health programs for SFHS populations.
Participate in payer strategy execution with the CFO and Director of Payor Contracting, assist in health‑plan negotiations.
Serve as the ACO Executive for Saint Francis Accountable Health Alliance (SFAHA), overseeing all corporate functions and board meetings.
Lead the Healthy Oklahoma Care Network (HOCN), oversee corporate functions and board meetings.
Decision Making Independent judgment in making decisions from many diversified alternatives, subject to general review in final stages only.
Working Relationships Direct supervision of others; prepares and gives performance evaluations. Works directly with patients/customers, healthcare professionals, staff; frequently collaborates with individuals at Director level or above.
