About the Role We are seeking an experienced

Deputy Program Manager

to support the operational delivery and governance of the SEC’s Infrastructure Support Services (ISS) program. In this role, you will partner closely with the Program Manager and Program Management Office (PMO) to oversee service performance, manage resources and SLAs, coordinate delivery teams, and drive continuous improvement while ensuring alignment with SEC OIT policies and mission objectives.

This program provides comprehensive enterprise IT services in support of the Securities and Exchange Commission (SEC) Office of Information Technology (OIT). Services include customer support and infrastructure operations across SEC headquarters, regional offices, data centers, and cloud environments. The mission is to deliver exceptional customer service through modern, industry‑leading IT capabilities that strengthen confidence in SEC technology operations.

What you will do

Partner with the Program Manager and PMO to oversee governance, risk management, and performance reporting in accordance with SEC policies and standards.

Collaborate with SEC OIT federal staff to meet Service Level Agreements (SLAs) and align program delivery with strategic objectives.

Oversee planning and execution of ISS component upgrades using a two‑year forward‑looking roadmap, ensuring visibility into dependencies and risks.

Develop, maintain, and enforce Standard Operating Procedures (SOPs) supporting continuous ATO, FISMA compliance, audit readiness, and corrective action planning.

Monitor resource capacity, performance metrics, and system reliability to ensure efficient utilization and service excellence.

Implement governance frameworks and quality controls to meet contract requirements, track issues, and maintain transparent communication with the SEC.

Lead continuous improvement initiatives to optimize processes, institutionalize best practices, and strengthen program performance.

Represent the program in customer and partner engagements, providing executive‑level reporting and ensuring alignment of priorities.

Qualifications Required Qualifications

10+ years of professional experience, including supervisory or lead responsibilities.

At least 8 years of progressive experience managing or supporting large‑scale IT programs in a Program Manager, Deputy Program Manager, Project Manager, or PMO leadership role.

5+ years managing large programs (100+ personnel) delivering enterprise IT support to 6,000+ end users across multiple locations.

Demonstrated experience overseeing SLA management, schedule coordination, and resource planning for enterprise infrastructure or managed services programs.

Proven expertise in governance, risk, and performance management in accordance with federal IT policies and standards.

Experience supporting FISMA compliance, ATO maintenance, and audit readiness in federal environments.

Strong understanding of ITIL / ITSM frameworks, enterprise infrastructure operations, and continuous improvement practices.

Exceptional communication skills, including experience engaging with C‑level executives and senior federal leadership.

Active PMP certification, or willingness to obtain within six months.

Ability to work full‑time on‑site at SEC Headquarters in Washington, DC.

Must be a U.S. citizen.

Must be able to obtain and maintain required agency clearance.

Desired Skills

Experience operating within a Program Management Office (PMO) supporting governance, reporting, and performance metrics.

Familiarity with enterprise infrastructure and cloud technologies, including AWS, Azure, Microsoft 365, VMware, SCCM, and Intune.

Proficiency with IT service management tools (e.g., ServiceNow) and data visualization/reporting tools such as Power BI, Tableau, or Excel dashboards.

Working knowledge of federal IT compliance standards, including NIST SP 800‑53 and FedRAMP.

Salary & Benefits Target Salary Range:

$104,000 – $166,000. Salary is determined by factors such as scope, responsibilities, experience, education, skills, and geography. Overtime, shift differential, and discretionary bonuses may be available in addition to base pay.
