Assistant Director, Transportation Development (TD) – Environmental Programs (Management) – Denver, CO Department : Colorado Department of Transportation (CDOT)

Job Type : Full–time – Denver, CO

Overview : CDOT’s Division of Transportation Development (DTD) is responsible for compliance with a broad range of environmental regulations and policies. As the Assistant DTD Director for Environmental Programs, you will manage the Environmental Programs Branch, oversee a budget of approximately $17M, lead NEPA, and collaborate with federal, state, and local partners to ensure that environmental issues are consistently addressed throughout the development process.

Responsibilities

Lead and manage the Environmental Programs Branch, including project and NEPA support for CDOT regions, specialty analysis for natural and cultural resources, and planning and policy development to implement the Transportation Commission Environmental Stewardship Policy.

Develop and execute the annual work program, establish work assignments and priorities, and track work and budget performance.

Manage the $17M budget covering staffing, equipment, vehicles, statewide travel, consultant services, permit compliance, wetland mitigation and creation funds, and research projects.

Coordinate with other CDOT divisions, FHWA, FTA, FRA, state and federal resource agencies, local governments, the public, and private sector entities to align resources and resolve environmental issues.

Represent the Division and CDOT on internal and external committees and committees that influence environmental policy and program implementation.

Develop multi‑year and annual work programs identifying project and program descriptions, purpose, resources needed, milestones, and expected results linked to CDOT’s mission.

Manage quality assurance reviews and conduct meetings, conferences, and seminars to ensure high quality in CDOT operations related to the environment.

Draft, modify, or develop policies and procedures for CDOT in response to regulatory guidance and requirements.

Identify innovative techniques and processes to streamline project clearances while supporting environmental stewardship through collaboration with the Statewide Transportation Plan, early corridor analysis, programmatic agreements, and interagency agreements.

Other duties as assigned.

Qualifications

Ten (10) years of relevant experience in environmental project management, NEPA clearance, pre‑NEPA planning, or environmental policy; at least two (2) of those years must include experience with public or business administration, goal setting, objective development, and budget management to achieve program goals.

Up to four (4) years of experience may include general environmental, natural resources, or natural sciences experience.

At least six (6) years of experience must have a primary focus on environmental project management, NEPA clearance, pre‑NEPA planning processes, or environmental policy; this experience must include at least two (2) years of experience with environmental project management for transportation projects and at least two (2) years of experience supervising environmental project personnel.

A combination of related education and experience equivalent to the minimum will also be considered, including a degree in environmental science, environmental studies, environmental engineering, or related field.

Preferred qualifications: Proven leadership in managing multi‑million‑dollar environmental programs, PMP or PgMP certification, strong strategic planning skills, experience with federal and state transportation regulations and CDOT environmental policies, and a track record of innovative environmental solutions in transportation projects.
