Job Overview Inspection and Code Enforcement Manager (0923)

– a permanent Civil Service position located in San Francisco. The role supports programs and inspection activities that directly affect the community and regulates the use and occupancy of the public right‑of‑way.

Responsibilities

Plan, direct and manage the work of inspection teams led by Street Inspection Supervisors, ensuring consistent enforcement of regulations across all assigned areas.

Manage second‑line supervisors, providing guidance, mentoring, performance evaluations and support in resolving operational, personnel or disciplinary issues.

Assist in the planning, development and implementation of important projects and programs across multiple sections/divisions within the Department of Public Works.

Direct research on complex and highly technical issues, review alternatives and make recommendations to determine resolutions.

Support professional development of staff by monitoring work performance and providing coaching, guidance and feedback to improve effectiveness and productivity.

Assist in budget development and resource allocation for the bureau, including staffing and equipment; monitor expenditures and ensure operations remain within budgetary constraints.

Oversee staff development and training, ensuring that all supervisors and street inspectors receive up‑to‑date safety training and skills development for emerging inspection and code regulations.

Monitor and evaluate the division’s effectiveness and efficiency in delivering inspection services by assessing organizational structure, staffing levels, financial systems, internal operations and recommending improvements and alternative approaches.

Minimum Qualifications

Education: A bachelor’s degree from an accredited college or university.

Experience: Five (5) years of professional experience in a complex organization in the regulation of the use of the public right‑of‑way in one of the following areas: Code Enforcement, Permit Issuance, Construction Materials Testing or Plan Checking related to construction and maintenance.

License/Certification: Possession of a valid California driver’s license.

Education Substitution: May substitute up to two (2) years of education with additional years of qualifying experience (year‑to‑year).

Desirable Qualifications

Two years’ experience in supervising staff engaged in regulating the use and occupancy of the public right of way.

Knowledge of San Francisco Municipal Codes.

Knowledge of Commercial Inspection Services.

Selection Process Qualified candidates will be invited to participate in a computer‑based Supervisory Test Battery. A passing score is required to continue in the selection process. Additional ranking and interview steps will follow the test results and experience.

Eligibility List: Six months duration, extendable with approval of Human Resources Director.

Certification: Rule of the List.

Post‑eligible List: Candidates will be invited to interview based on test scores and experience that most closely matches the responsibilities of the position.
