Base pay range $185,000.00/yr - $200,000.00/yr

Duties & Responsibilities Purpose of Position: The Administrator, Laboratory Services, under the direction of senior hospital administration, serves as an integral part of a multidisciplinary team, administering and overseeing the daily operations of the Laboratory Department and ensuring the delivery of patient-centered, cost-effective quality care, and a culture of safety across the continuum of care. Ensures optimal utilization of resources and compliance with clinical laboratory standards, resulting in improved outcomes and patient experience.
Leads the day-to-day operations of the laboratory through effective planning, organizing, prioritizing and evaluating of operational activities. Ensures alignment with the System’s mission, values, and business goals and performs daily rounds in the laboratory to provide supervision and assess the overall effectiveness of operations.
Partners with senior leadership, clinical staff, and other key stakeholders to advance the Laboratory’s programs and initiatives, and monitors the impact and effectiveness of the laboratory programs.
Participates in collaboration with the Clinical Laboratory Director and/or Blood Bank Laboratory Director, sets the department’s objectives, operational and financial performance goals, monitors staff and resource utilization, overtime and laboratory workload on an ongoing basis and makes staffing adjustments to achieve departmental goals and objectives.
Ensures the ongoing review of existing laboratory policies and standard operating procedures to identify gaps or discrepancies and implement revisions, as necessary, to support quality control and risk management.
Serves as a principal advisor and key resource to senior leadership, clinical staff, and other appropriate parties on all matters pertaining to laboratory services, relevant regulatory requirements, and other factors relating to clinical excellence.
Monitors and reviews departmental safety data and presents key findings to the Environmental Health and Safety Officer and other appropriate parties and collaborates with staff to create strategies and recommendations for interventions and appropriate control measures.
Oversees the timely and comprehensive investigations of accidents and appropriate reports to local, state, and federal public health and regulatory agencies. Makes recommendations for action plans for the prevention of accidents and to determine containment and control measures to foster a culture of safety for patients, staff and visitors.
Prepares and/or actively participates in the development of the laboratory.
Oversees processes governing the operation and maintenance of all laboratory equipment, instruments and supplies. Ensures equipment needs are met, participates in the selection of new equipment, and follows safety and quality management standards, including allotment of sufficient space for performance of laboratory tasks by staff.
Ensures selection of qualified laboratory personnel and ongoing maintenance of documentation regarding staff licensure and credentials and keeps complete and accurate documentation.
Establishes an environment conducive to continuing education for staff and assists in the development of in-service training programs and activities, and coordinates orientation, training, and guidance to staff to support the continuity of care.
Oversees performance assessment and management, participates in selection and disciplinary activities and works with Labor Relations to enforce H+H policies. Ensures ethical standards of performance conduct in the performance of all duties by laboratory staff.
Maintains an effective working relationship with all regulatory and accrediting agencies and ensures appropriate coordination of audits and inspections, including the timely submission of corrective action plans and implementation of corrective actions, when required.
Participates in internal/external quality assurance/performance improvement (QA/PI) activities, programs, training, and relevant health care events, as required. Oversees and drives ongoing quality system assessment and improvement activities, identifies problems and recommends standard, cost-effective measures and improvements.
Promotes effective interdepartmental relationships through consultation with other departments as needed to collaborate in patient care and performance improvement activities and represents the laboratory in hospital-wide committees to provide a comprehensive approach to clinical laboratory service delivery.
Ensures ongoing compliance and maintenance of the NYC Health + Hospitals policies and procedures with national standards and other applicable external regulatory requirements, guidelines and accreditation authorities as well as safety and quality management standards.
Performs other related duties, as directed.
Minimum Qualifications Holds and maintains a Clinical Laboratory Technologist License issued by the New York State Education Department (NYSED) and meets one of the qualification requirements of a laboratory supervisor, as outlined in Title 10, Section 58-1.4 of the New York Public Health Law; and Three (3) additional years of experience in a responsible administrative, managerial or supervisory capacity overseeing laboratory or blood bank operations, creating and establishing laboratory or blood bank programs and reviewing and interpreting safety data in a hospital or health care setting.
Department Preferences Bachelor’s or Master’s degree preferred
