Appointment Type This is a Temporary Provisional (TPV) position limited to no more than 3 years. It is excluded from the Civil Service examination process and is at will, subject to the Department Head's discretion. The position will be eligible for the Permanent Civil Service examination at a later date. Successful participation and selection through a competitive process is required for permanent appointment.
What We Do The Department of Building Inspection (DBI) enforces city building, housing, plumbing, electrical, mechanical, and disability access codes for San Francisco’s more than 200,000 buildings.
Job Description Under direction, perform inspection work for construction and modification of buildings or other structures, ensuring compliance with building and housing codes, approved plans, and specifications. Responsibilities include explaining and enforcing ordinances, making contact with owners and contractors, and preparing records and reports.
Major, Important, and Essential Duties
Inspect materials and methods used in public building construction for plan conformity and address field problems.
Prepare progress and related reports; coordinate contractor work sequences; investigate complaints and initiate remedial action.
Ensure compliance with building codes, interview permit applicants, estimate construction costs, issue certificates of final completion, and prepare reports.
Investigate possible condemnation or removal of buildings; advise owners; participate in emergency inspections per the citywide disaster plan.
Conduct periodic inspections for code compliance; enforce investigations of non‑permitted work; issue violation and stop‑work notices; investigate complaints and follow‑up for correction; process enforcement activities, including citations and court coordination.
Important and Essential Knowledge, Skills, and Abilities
Strong knowledge of building construction methods, materials, and equipment; familiarity with ordinances, health and sanitation codes, and building design.
Skill in using surveying instruments.
Ability to read and interpret blueprints, plans, and specifications; analyze construction methods; engage with owners and contractors; prepare clear, concise reports.
Minimum Qualifications
Four (4) years of building construction work experience responsible for supervising construction/inspection (e.g., carpenter supervisor, superintendent, licensed building contractor with an annual gross contract value of $750,000+, civil engineer, or architect).
Substitutions
Commercial and Residential Building Inspector certificates issued by the International Code Council may substitute for six (6) months of experience.
Building Plans Examiner certificate issued by the International Code Council may substitute for six (6) months of experience.
Completion of a Building Inspection certificate program from an accredited college or university may substitute for one (1) year of experience.
License and Certification
Valid Class C California driver license.
Commercial and Residential Building Inspector or Building Plans Examiner certifications issued by the International Code Council required within two (2) years of appointment and must be maintained for continued employment.
Supplemental Information These positions require ability to work in inclement weather, exposure to hazardous conditions, frequent travel, and use of ladders, scaffolds, and motor vehicles. The role includes customer service, responding to difficult situations, and performing plan review, often involving prolonged sitting.
