Position: NIH Grants Program Manager

Salary Range: $90,000.00 - $126,800.00 per year
Annual Full Pay Range (Pay Transparency Act): $88,000 - $161,600 (prorated if appointment
Job Description The Altman Clinical and Translational Research Institute (ACTRI) at UC San Diego, a NIH-funded CTSA hub, seeks a program manager to provide centralized management and leadership for NIH compliance, program integration, and award execution across NIH funded programs. The role serves as the lead institutional contact for NIH program staff and supervises internal operations for all ACTRI-funded awards supported under NIH awards.
Key responsibilities include leading a dedicated team responsible for QA/QC, grant writing, and education and workforce development, coordinating closely with ACTRI units, ensuring integration, transparency, and compliance across programmatic and administrative activities, and acting as ACTRI’s liaison to NCATS hub partners.
Responsibilities
Centralized management and leadership for NIH compliance, program integration, and award execution across NIH funded programs.
Lead institutional contact on compliance-related matters for NIH program staff.
Supervise internal operations for all outgoing ACTRI funded awards supported under NIH awards (pilot projects, K12 scholar awards, NCATS UM1 Element E projects).
Lead a team responsible for QA/QC, grant writing, and education & workforce development.
Coordinate closely with ACTRI units: Evaluation; Finance; Education & Workforce Development; Collaboration, Engagement & Dissemination; Implementation; Center for Clinical Research; Biomedical Informatics; Center for Community Health.
Ensure integration, transparency, and compliance across all programmatic and administrative activities.
Serve as ACTRI’s liaison to NCATS hub partners, fostering alignment and advancing shared strategic goals.
Promote a culture of collaboration and interdisciplinary teamwork, driving efficiency and fostering authentic relationships with stakeholders.
Oversee day‑to‑day unit activities, direct analysts, and manage complex projects and initiatives.
Collaborate with internal and external stakeholders and provide direction according to established policies.
Minimum Qualifications
Nine years of related experience, education/training, or an advanced degree with five years of related experience/training.
Thorough knowledge of organization or initiative processes, protocols, and procedures.
Solid knowledge of organizational‑ or research‑specific computer application programs.
Strong analytical/problem‑solving skills.
Strong communication and interpersonal skills to influence others verbally and in writing.
Advanced project management skills.
Ability to multi‑task with demanding time‑frames.
Ability to use discretion and maintain confidentiality.
Solid knowledge of applicable policy analysis techniques.
Demonstrated ability to respond and adapt to new and changing situations.
Demonstrated ability to foster collaboration and partnerships across diverse stakeholders.
Proven experience in program management, grant administration, and compliance oversight, preferably in an academic or research setting.
Extensive knowledge of NIH and NCATS policies, compliance requirements, and funding mechanisms.
Familiarity with clinical trials processes and workflows.
Preferred Qualifications
Demonstrated knowledge of workflow management systems (Monday.com).
Understanding of Clinical Trials policy and best practices at UC San Diego.
Special Conditions
Occasional evenings and weekends may be required.
