Assistant General Counsel, Board of Labor Relations

The State of Connecticut Department of Labor (DOL) is seeking an experienced and qualified professional for this role. This is a full‑time, first shift, Monday‑Friday, 40‑hour per week position located in Wethersfield, CT. Please note: this position has an end date of 5/30/2027 with a possibility of extension.

Responsibilities The Board of Labor Relations is a quasi‑judicial tribunal that investigates, hears, and decides prohibited practice complaints and petitions to appoint union representatives for collective bargaining under 4 state collective bargaining laws: the Labor Relations Act, Municipal Employee Relations Act, State Employee Relations Act, and School Board – Teacher Negotiation Act. In this role you will act as the legal officer for the Board and provide legal advice and assistance in matters pertaining to statutory collective bargaining rights, and represent the Board in court.
EXAMPLES OF DUTIES
Act as the legal officer for the State Board of Labor Relations; research and apply laws, court decisions, and other legal authority in preparation of opinions, briefs, and other legal documents;
Prepare pleadings and other court papers in connection with suits, trials, appeals and other legal procedures;
Try cases before all courts;
Draft administrative orders, regulations, rulings, directives, guidelines and agreements;
Advise whether Board policies and guidelines conform to statutory purpose and authority;
Advise on evidential value of data brought forth in administrative hearings;
Research and prepare material for trial of lawsuits;
Prepare and edit Board forms, educational materials and indices;
Assist in drafting proposed legislation;
Provide assistance in implementing newly passed legislation;
Participate in the recruitment and hiring of staff, including outreach, interview, and selection;
Assist in preparation of agenda and conduct of executive sessions and deliberations of the Board;
Testify before legislative committees;
Perform above duties for the Board of Mediation and Arbitration when collective bargaining rights of state employees are involved;
Perform related duties as required.
Knowledge, Skill, and Ability
Considerable knowledge of:
Connecticut Labor Relations Act, Municipal Employees Relations Act, State Employees Relations Act, School Board – Teacher Negotiation Act, Uniform Administrative Procedures Act and statutes concerning arbitration, mediation and fact‑finding;
Federal and state labor law decisions;
Legal research methods and procedures.
Knowledge of:
Legal practices and procedures in Connecticut;
Rules of statutory construction.
Considerable: litigation and legal counseling skills, interpersonal skills;
Considerable ability to:
Prepare legal documents and apply judicial decisions to interpretation of statutes;
Prepare legal briefs and present oral argument.
Ability to conduct legal research; ability to draft/review legislation; some supervisory ability.
Minimum Qualifications - General Experience Two (2) years of experience as a practicing attorney dealing with labor relations and administrative law and procedure.
Preferred Qualifications
Writing legal opinions, briefs, memoranda of law and related documents;
Interpreting state and federal collective bargaining statutes and labor law decisions;
Practicing before the Connecticut Board of Labor Relations and/or the National Labor Relations Board;
Briefing and arguing appeals from state agency decisions under the Uniform Administrative Procedures Act.
Special Requirements
Incumbent must be a member of the Connecticut Bar.
