Role Description

The CFO is a senior YTEL executive responsible for the company's overall financial strategy, operations, and health, including managing financial planning, accounting, budgeting, and risk management, specific to the complex rural telecom sector. YTEL is a relatively new tribal business, which has obtained various federal and state funding to build and deploy its telecom network and business.

Qualifications

Demonstrated excellence in managing finance, accounting, budgeting control and reporting.

Technical skills: Proficiency with accounting systems, data management, spreadsheet software (like Excel), and other financial reporting tools is essential.

An effective communicator, with strong oral and written skills.

Soft skills: Strong leadership, communication, and strategic thinking abilities are critical for collaborating with executives and Board leadership and effective communication of financial matters to non-financial staff.

Excellent analytical and abstract reasoning skills, plus excellent organization skills.

Skill in examining, developing, re-engineering, and recommending financial policies and procedures.

Knowledge of OMB Circulars, specifically A-102, A-87 and A-133 as well as knowledge and ability to develop or supervise indirect cost proposals and negotiations.

EDUCATION/EXPERIENCE:

A master's degree in accounting, finance, or a related field with at least 5 years of equivalent experience, or a bachelor’s degree in the above fields with Ten years of equivalent experience. A CPA is preferred.

A minimum of 10 years in accounting and financial management, with at least 5 years in a management role, is typical. Experience in tribal government similar services and/or telecommunications or a similar regulated industry is highly beneficial.

DUTIES AND RESPONSIBILITIES:

Strategic and Financial Planning: Works with the CEO and Board to develop long-term financial and business strategies, create and manage budgets and forecasts, and connect business strategic plans to capital and operating budgets.

Financial Operations: Oversees financial operations, including accounting, budgeting, financial reporting, treasury/cash management, adherence to policies and/or policy revisions, and risk management.

Regulatory compliance: Ensure compliance with all applicable federal, state, and local regulations, including reporting requirements for the FCC and Public Utility Commissions (PUCs). Also, oversee applicable federal grant and financial reporting compliance, including applicable annual Single Audits.

Reporting and analysis: Prepare and present accurate financial reports to the executive team, board of directors, and other stakeholders. Analyze financial performance and identify areas for improvement.

Auditing and taxes: Manage the annual audit process and ensure the proper and timely filing of all tax returns.

Cash flow management: Develop and maintain reliable cash flow projections to ensure the company can meet its capital and operating needs.

Liaison between banking, insurance and investment resources, including, but not limited to, obtaining quotes, competitive bids, and establishing lines of credit.

Performs other duties as deemed necessary in fiscal related matters.
