$6,043 to $8,601 per month (SR 24, Step D to M) $6,535 to $9,302 per month (SR 26, Step D to M) $7,351 to $10,464 per month (SR 28, Step D to M)

This position provides overall direction and leadership in managing the Department’s IT unit. Duties and responsibilities include overseeing the department’s software, hardware, network, and information security. This position ensures the availability, continuity, and security of data and information technology services by analyzing computer and information needs of the department from an operational and strategic perspective and determining immediate and long‑range personnel and equipment requirements and goals. The position provides management of information technology activities of a highly complex enterprise information technology solution, which may require supervision of several project development teams.

Positions assigned to this level also spend a majority of work time supervising subordinate professionals at the Entry and/or Journey worker Band level in the performance of professional work. Supervisory duties and responsibilities include planning and directing the work of subordinates; assigning and reviewing their work; advising them on difficult and complex problem areas; timing and scheduling their work; providing technical guidance and staff training and development; and other related supervisory responsibilities as necessary.

Specialty/Functional Area Systems Analyst, Senior : Identifies complex inter/intra departmental problems, evaluates existing systems and technologies, cost and time constraints and recommends most effective solution for systems design. Leads system integration testing, interface development, conversion activities, interaction between systems and other system implementation tasks. Works with users under general supervision and is able to handle all complex technical aspects of systems analysis. May oversee activities of lower level employees in the department or supervise resources on special projects.

Qualification Requirements

Legal Authorization to Work:

The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.

Basic Education:

A bachelor's degree from an accredited college or university.

Specialized Experience:

Four (4) to six (6) years of professional Information Technology (IT) work experience in the Systems Analyst Specialty area which includes at least one (1) year of professional IT work experience comparable to the Journey worker Band B level in one of the IT specialty areas; or any equivalent combination of training and experience.

Journeyworker:

Performs complex professional work and exercises independent judgment, discretion and adaptation in determining an approach and applying broad concepts, subject matter knowledge, professional skills and techniques in order to successfully complete assignments and fulfill the full scope of responsibilities.

Additional Qualifications

A) Supervisory Aptitude:

Demonstration of aptitude or potential for the performance of supervisory duties through successful completion of regular or special assignments involving supervisory responsibilities or aspects of supervision.

B) Supervisory Experience:

Experience including planning, organizing, scheduling, directing the work of others; assigning and reviewing their work; advising them on difficult work problems; training and developing subordinates; and evaluating their work performance.
