The City and County of San Francisco invite applications for the Environmental Operations Manager position at San Francisco International Airport (SFO). Under general direction of the Director of Utility Systems, the Environmental Operations Manager leads the activities of the Environmental Operations Unit. The position requires a deep understanding of water, stormwater, air quality, hazardous materials, spill management, pesticide use, and material management. The manager will design, implement, and track source reduction, reuse, recycling, composting, and recovery policies, programs, and projects to achieve the Airport’s strategic “zero” waste‑to‑landfill plan. Responsibilities
Coordinate regulatory reporting and ensure deadlines are met for NPDES permits, Title V air quality permits, CUPA compliance reports, and other required permits. Interpret and apply policies, laws, and regulations to maintain compliance related to SFO’s environmental services, contracts, capital projects, and broader programs. Manage the Airport’s solid‑waste contract, administer billing, conduct annual waste‑characterization studies, oversee the Green Business Program, track waste‑diversion metrics, lead the Food Donation program, and report solid‑waste data. Audit wastewater and stormwater facilities, commercial and industrial discharges, and develop wastewater and stormwater pollution prevention and spill‑management programs. Lead the Underground Storage Tank (UST) program to ensure compliance with state, federal, and local requirements. Coordinate the Refrigerant Monitoring Program to prevent air‑pollution leaks and greenhouse‑gas emissions. Allocate resources and manage the Environmental Operations budget to cover permit fees and regulatory program compliance. Supervise daily activities of the Environmental Operations Section and direct subordinate staff. Maintain relationships with agencies, develop and enforce plans, permit conditions, policies, and goals to adhere to EPA, RWQCB, BAAQMD, CUPA, San Mateo County Environmental Health, DTSC, and CalRecycle regulations. Represent the Department before local, state, and federal agencies, present to stakeholders and public officials. Collaborate with tenants and agencies to enforce pest management, zero‑waste, wastewater, spill, and stormwater discharge policies. Develop community partnerships, participate in regional working groups, and share best management practices with other airports and agencies. Qualifications
Education: Bachelor’s degree in natural science, environmental, mechanical, chemical, civil, or sanitary engineering or a closely related field. Experience: Five (5) years of verifiable work experience in environmental compliance programs, wastewater treatment, laboratory services, stormwater and pollution prevention, or sanitary engineering. The experience must include at least three (3) years of supervisory experience. Driver’s License: Valid California Class C driver’s license. Desirable Qualifications
California UST System Operator’s Certificate (International Code Council). Industrial Waste Inspection Grade II Certificate or higher (California Water Environment Association). Strategic planning and problem‑solving at the management level. Leadership and supervisory skills. Program objective development and action‑plan implementation with milestones and timelines. Knowledge of NPDES permit and State’s Sanitary Sewer Overflow Order compliance. Knowledge of sustainability issues related to water quality, treatment, waste management, air quality, and emerging pollutants. Application Information
