Qualifications
Bachelor's Degree or higher in Accounting, Finance, or related field
Seven (7) years or more of experience in accounting, budget preparation, and/or financial reporting
Three (3) years or more of supervisory experience
Possession of a valid State of Alabama Driver's License and ability to obtain/maintain a City of Hoover Driver's Permit
Preferred Qualifications

Directs, plans, and provides leadership for financial operations, and purchasing
Directs and plans the preparation of annual and operating budgets, including, but not limited to, developing fiscal objectives and performing regular budget analyses
Directs and plans the preparation of all financial reporting, including, but not limited to, balance sheets, cash flow statements, income statements
Directs the analysis of each department’s expenditures to ensure that operating expenses are in line with appropriated funds
Plans, develops, and implements the finance department budget
Plans, develops, and implements policies, procedures, rules, and regulations in accordance with federal, state, county, and municipal tax laws
Directs the long-term capital improvement plan and conducts analyses to facilitate the planning process and the city-wide performance measurement program
Research and review current federal, state, county, and City ordinances and initiate recommendations for revisions accordingly
Research and review current auditing and accounting standards and recommend revisions to accounting processes as needed
Prepare the Comprehensive Annual Financial Report in conjunction with the Auditors
Develop training materials and present training to City staff and appropriate others on Finance Department policies and procedures and the use of financial management software
Monitor accounting files on City projects and various grants that the City receives
Monitor financial system reports and records for errors/omissions and ensure that all necessary corrections are made
Recommend accounting system improvements in monitoring and reporting on financial activities
Keep the City Administrator and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new and improved ways of addressing such problems
Work closely with department heads to respond to any financial related needs, including queries or other data downloads
Develop, integrate, and track performance measurements and best government practices into the budgeting process
Prepare annual budget packets for departments
Review budget requests for accuracy and compliance with applicable policies
Organize and conduct budget meetings with department heads
Coordinate the design, development, and preparation of the Annual Operating Budget
Verify that appropriate expenditures, budget amendments, reallocations, and transfers of funds are made to appropriate accounts
Coordinate achievement of the Budget Awards program
Review and research assignments relative to any aspect of the budgeting process
Perform specialized financial and operational analyses
Develop operating forms and procedures
Conduct management research and studies, evaluate data, draft recommendations, and present reports supported by graphic and narrative data
Formulate recommendations to improve inefficiencies
Apply known and established economic and public administration theory, principles, conceptual models, professional standards and precedents to problems
Attend meetings, conferences, workshops, training sessions and review publications and audio-visual materials to become and remain current on principles, practices, and new developments in assigned work areas
Perform other related duties as directed
