LOCATION OF POSITION Maryland Department of Human Services – Electronic Benefits Transfer Unit 25 South Charles Street Baltimore, MD 21201
POSITION DUTIES This emergency essential position provides critical system and program support for the Department’s Electronic Benefits Transfer (EBT) system, which serves all 24 local Departments of Social Services and Baltimore City. The role is in charge of assessing and addressing escalated EBT concerns received through the JIRA system, updating data in the EPPIC system, assisting the Data Integrity Unit with EBT‑related issues, and providing help desk support to the retail community. The position acts as the DHS liaison with the USDA Office of Inspector General (OIG) and the DHS OIG in suspected fraud cases involving retailers or customers and coordinates between the USDA and the Family Investment Administration. The role requires long and irregular hours, on‑call support, and after‑hours work as needed, including weekends, holidays, and emergencies.
MINIMUM QUALIFICATIONS
Two years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users for agency or statewide systems housed on mainframe computers or large client server platforms.
Bachelor’s degree in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology, or related field with specific coursework in the structure and use of automated information systems and one year of experience in the required areas; or associate’s degree with one year and six months of experience in the required areas.
Military service experience as a commissioned officer in the Cyber and Information Systems classifications or Cyber and Information specialty codes in the Information Technology field of work on a year‑for‑year basis.
DESIRED OR PREFERRED QUALIFICATIONS
One year experience working with Family Investment Administration.
One year of project management experience in IT systems.
One year of experience working with Microsoft Office Suite or Google Workspace.
One year of experience overseeing program/system functions.
SELECTION PROCESS Applicants must provide sufficient information on qualifications. Successful candidates will be ranked Best Qualified, Better Qualified, or Qualified and placed on the eligible employment list for at least one year. Salary will be determined in accordance with State of Maryland guidelines.
EXAMINATION PROCESS The examination will consist of a rating of education, training, and experience as presented on the application and related to the position requirements. A supplemental questionnaire may be requested. Complete and accurate information is required. For foreign education, an equivalent American credential evaluation service copy is required prior to hire.
