Duties & Responsibilities
Provide operations analysis and effectiveness engineering for Commercial Satellite Communications (COMSATCOM) solutions and Commercial Broadband Satellite Program (CBSP). Support the development of strategic approaches and end-to-end C4I capabilities to meet customer requirements. Provide technical expertise to help develop accurate cost estimates for recommended solutions. Assess evolving threat capabilities and evaluate their impact on terminal and satellite performance to inform system enhancements. Evaluate shore-based solutions for the Navy Teleports and provide recommendations to leadership. Review vendor reports for accuracy, completeness, and alignment with program objectives. Evaluate current COMSATCOM software planning tools and follow-on proposed tools to verify support for Navy requirements. Recommend upgrades and enhancements to baseline software tools. Support Engineering Change Proposals and provide technical feedback to program leadership. Required Qualifications
5+ years of relevant experience supporting SATCOM systems Bachelor’s degree (engineering or technical degree preferred) Experience providing systems engineering support and Subject Matter Expert (SME) analysis for COMSATCOM systems Experience providing systems engineering support to program leadership and leading engineering design and implementation efforts. Familiarity with Navy Programs of Record (PoR), U.S. Navy acquisitions, and PEO C4I engineering processes and documentation. Understanding of PEO C4I / NAVWAR organization structure, programs of records and mission focus. Experience supporting Navy C4I systems, including NAVWAR and NIWC Pacific engineering programs. Experience and proficiency with Microsoft Office Products, including Word, Excel, and PowerPoint. Strong Program and Project management skills overseeing short and long-term efforts, actions, and recurring deliverables. Ability to self-start, multi-task in a fast-paced environment, and prioritize multiple tasks with minimal supervision. Excellent oral and written communication skills, capable of conveying complex technical information clearly to program leadership and stakeholders. Physical Requirements
Prolonged periods sitting at a desk and working on a computer. Must be able to lift up to 15 pounds at times. This is a hybrid position based in San Diego, CA and requires being on-site 2-3 days per week, or as otherwise directed by the client. Clearance Requirements
Some positions will require access to U.S. National Security information. Positions that require this access will be required to receive and maintain a U.S. government personnel security clearance (PCL). In order to qualify for this position, the candidate must be a U.S. Citizen and either currently possess this National Security eligibility or be able to complete the investigation application process with a favorable determination and maintain that eligibility throughout their employment.
