Job Summary The Director of Evaluation, Innovation, and Research will report to the Vice President of Data Solutions at CIVHC. This role will lead CIVHC’s service offerings in program evaluation, innovation design, and outcome measurement. By leveraging CO APCD data and other resources, the Director will ensure CIVHC’s services meet the needs of key stakeholders, including but not limited to payers, providers, policymakers, and community partners, translating complex claims data into clear, actionable insights that inform policy, payment, and system-level decision‑making, and advance health care affordability, access, equity, and quality across Colorado.

While evaluation and innovation are the primary focus areas for this position, research activities are limited and centered on select publications each year that illustrate CIVHC’s impact and mission, with an emphasis on applied analyses that connect utilization, cost, and outcomes to real‑world implementation and policy relevance.

As a member of the CIVHC Senior Leadership team, the Director of Evaluation, Innovation, and Research will participate in organizational and operational problem solving, and setting strategic direction, bringing a data‑informed, health economics–oriented perspective to enterprise decision‑making.

Success in this position will be measured by the growth, visibility, and impact of CIVHC’s evaluation and innovation portfolio. Achievement will also be reflected in the effective use of innovative methodologies, the execution of grant and contract funding in direct partnership with the Business Development team, and the cultivation of a high-performing, motivated team with the right balance of expertise to convert claims‑based analyses into stakeholder-ready insights that support CIVHC’s evolving priorities.

Hybrid Work Model This position is based in Denver, Colorado. Because CIVHC operates under a hybrid work model with a requirement of at least one in-office day per week (unless otherwise approved), candidates must reside within a commutable distance to the Denver metro area.

Limited relocation assistance may be available for out-of-state candidates who intend to relocate to the Denver area.

Duties / Responsibilities / Essential Functions Responsibilities for this position may include, but are not limited to:

Develop and manage a portfolio of evaluation, innovation and research projects aligned with CIVHC’s strategic priorities.

A strong understanding of claims data–driven research and evaluation, and its role in applied health economics, is essential to this position—ensuring that analyses translate utilization, cost, and outcome patterns into policy- and market-relevant insights that inform payment, coverage, and affordability decisions statewide.

Design and implement novel evaluation methods, leveraging CO APCD and external data sources to drive health system transformation.

Partner with our Data Access and Impact department and prospective CIVHC clients to co-design innovative projects that advance health equity, affordability, and outcomes.

Collaborate with the VP of Data Solutions and the CTO to set and execute CIVHC’s strategic goals for the Data Solutions Department.

Actively participate in the Senior Leadership Team as a thought partner to support CIVHC’s strategy and operations.

Support conversations with prospective CIVHC clients around project scoping, methodology, and the benefits of CO APCD data.

Support the identification, pursuit, and securing grant funding to support CIVHC’s evaluation and innovation priorities.

Provide organization-wide consultation services on applying and implementing evaluation and innovation methodologies.

Provide guidance to all Data Solutions teams on best practices using claims analysis for evaluation and research.

Develop and publish one high-impact publication or journal article annually that showcases CIVHC’s contributions and outcomes.

Document workflows, processes, and policies to support evaluation, innovation, and research.

Set and monitor project timelines and progress, adapting as needed to meet deadlines.

Coordinate with all teams across CIVHC to ensure integration and impact.

Supervisory Responsibilities

Develops, manages, and leads a growing, currently six-person team focused on Evaluation, Innovation, and Research projects.

Provides mentorship and professional development support to Analysts and Managers.

Recruits, interviews, hires, and trains new staff.

Oversees the daily workflow of the teams.

Provides constructive and timely performance evaluations.

Handles discipline and termination of employees per company policy.

Required Skills / Abilities

Expertise in evaluation design, innovative methodologies, and healthcare claims data analysis.

Proven track record of developing, executing and publishing impactful research and evaluation projects.

Demonstrated success managing and growing teams.

Deep knowledge of health care data (claims, clinical, vital statistics, social determinants of health, etc.).

Comprehensive understanding of reimbursement methodologies.

Strategic, creative, and curious problem solver passionate about advancing CIVHCs mission.

Strong ability to translate data into actionable insights for diverse partners.

Excellent attention to detail, leadership, communication, and interpersonal skills.

Self‑motivated and adept at managing multiple priorities in a dynamic environment.

Ability to inspire and motivate others in a mission‑driven context.

Education & Experience

Master’s degree in a public health, health policy, health economics, or a relevant field; eight years of relevant experience may be considered in place of education.

Eight or more years of experience executing claims-based healthcare evaluation or research.

A minimum of 2 years of experience managing a team is required.

Expertise in health care policy, reform, and implementation preferred.

Demonstrated record of publication in peer‑reviewed journals or equivalent outlets is required; candidates must be able to provide a portfolio of publications during the interview process.

Physical Requirements Primarily computer-based work with extended periods of sitting, typing, and concentration. May occasionally require light lifting of office materials.

Lifting and carrying light objects such as papers or office supplies.

The salary range for this position is $120,000 – $130,000 annually , based on experience, education, and internal equity.
