Description TeleSolv Consulting has an immediate opportunity to work with the Federal Government as a FOIA and Privacy Records Analyst enabling you to have a Tier 1 Public Trust Background investigation. This is an onsite position in Washington, D.C.

Qualifications

Prior experience supporting FOIA operations for Federal agencies, including familiarity with Government FOIA regulations, the Privacy Acts Manual, and Government privacy compliance processes.

Experience with PTAs, PIAs, SORNs, or similar privacy compliance documentation, and with metrics/reporting for privacy or FOIA programs.

Knowledge of Section 508 accessibility requirements as they relate to electronic documents and web‑based content.

Experience working in environments governed by ISO 9001 and/or CMMI‑Services Level 3 or comparable quality/process‑maturity frameworks.

Demonstrated experience processing FOIA or Privacy Act requests and/or performing complex records management tasks, including accurately identifying responsive documents and applying appropriate exemptions or redactions.

Experience administering effective controls over sensitive records, including decision‑related documents, administrative correspondence, attorney‑client material, PII/Sensitive PII, and other sensitive information.

Experience standardizing documents for scanning and digital management, including document preparation (e.g., de‑stapling, unfolding), use of scanners, OCR, and basic image enhancement to ensure legible, accessible electronic records.

Proficiency with digital document management, including scanning, OCR, removal of sensitive metadata, application of digital redactions, and organizing files into structured, multi‑level directory hierarchies.

Responsibilities

Review incoming FOIA and Privacy Act requests to determine scope, verify identity and consent requirements, and enter case information into the Agency’s FOIA processing system.

Interpret requests and, as directed by the Government, assist with clarifying or narrowing requests and preparing acknowledgement and follow‑up correspondence using established templates and standards.

Task appropriate Agency offices for records, follow up at least weekly on outstanding searches, and document all contacts, decisions, and status updates in case notes within the FOIA processing system.

Receive and review records for responsiveness, duplication, and appropriate assignment to the case review log; upload and organize electronic records in accordance with SOPs and file plans.

Apply FOIA and Privacy Act exemptions; highlight and redact sensitive information electronically; identify documents requiring special processing (e.g., proprietary, litigation, classified referrals) and “firewall” contractor‑proprietary cases as required.

Create and maintain electronic case files, ensure all correspondence and supporting documentation are captured, and prepare proposed response packages (letters and redacted records) for Government review and approval.

After Government approval, finalize and transmit responses (electronic or hard copy), close out cases in the FOIA processing system, and ensure contractor copies are deleted in accordance with records and security requirements.

Support appeals and litigation‑related FOIA activities, including compiling administrative records and assisting with production packages, as directed by Government staff.

Support privacy compliance work such as tracking Privacy Threshold Analyses (PTAs), Privacy Impact Assessments (PIAs), System of Records Notices (SORNs), and other privacy artifacts in Coast Guard tracking systems, and assisting with analyses and studies related to disclosure and privacy policy.

Assist with privacy incident tracking and remediation support, privacy training logistics, and updates to privacy/FOIA Standard Operating Procedures (SOPs), handbooks, and related documentation.

Meet or exceed required timeliness and quality metrics, such as acknowledgement and tasking timeframes, upload and redaction timelines, and error‑rate thresholds for FOIA case packages.

Safeguard PII, Sensitive PII, and other sensitive but unclassified information in accordance with Government policies, including execution of required non‑disclosure agreements and adherence to IT security and media sanitization guidance.

Comply with all Section 508 accessibility requirements applicable to electronic documents and outputs associated with FOIA and privacy work, following Government test methods and guidance as required.

Background Investigation This position requires that you obtain a background investigation. As part of this process, the government will perform a criminal, credit, tax, employment, and drug history background check. The government has varying tolerances, with mitigating circumstances, for issues in all of the categories. The government is essentially looking to confirm that you are generally in good financial standing, up to date on your tax filings, rehire eligible with your prior employers, and have adhered to any federal restrictions on illegal drug use, including marijuana, in addition to other checks related on your character and trust worthiness.
